- SYNOPSIS OF PROPOSED CONTRACT ACTION / SOURCES SOUGHT ANNOUNCEMENT / BRAND NAME ONLY JUSTIFICATION The National Park Service (NPS) anticipates soliciting a proposal for a Brand Name Only item, Avaya Telephone equipment, however, all responsible sources may submit a proposal which shall be considered by the NPS. The NPS anticipates issuing the solicitation on or about June 14, 2011 on GSA E-Buy and awarding a contract by June 24, 2011 via GSA E-Buy. Copies of the solicitation may be obtained by submitting a request to Andy_Fox@nps.gov or fax 307-344-2079 by June 20, 2011. C) Anticipated Period of Performance: 6/24/2011 - 7/1/2011. D) Proposed Contract Type: Firm fixed-price contract with unit pricing. E) Brand Name Justification: This action is for the purchase of equipment from a sole manufacture of Telephone System Equipment, Manufacture is Avaya. Yellowstone's Park wide Telephone system is currently using all Avaya components and technology and the addition of this Avaya equipment to this system will be compatible. This Avaya equipment will also be connected to the current Avaya PBX equipment along with the Park wide Telephone system. The speed, simplicity and reliability for continuity of operation of these connections will be greatly increased with maintaining the use of Avaya technology. The solicitation calls for specific brand name products and right to use licensing that are peculiar to one manufacturer. FAR Part 11.105: The Brand Name products are essential to the Government's requirements, and market research indicates other companies' similar products do not meet and cannot be modified to meet the agency's needs. All equipment and software must be compatible with Definity Telephone System. The manufacturer cited in this justification, is the only one compatible with the Definity software in the main telephone system. F) The proposed contract action intends for the Government to solicit and negotiate for only one name brand item under the authority of FAR 11.105. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive brand name procurement.
