CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION************* NASA/MSFC has a requirement for the annual renewal of CFD-ACE Software License. NASA/MSFC intends to purchase this service from CFD Research Corporation on a sole sourcebasis. Competition is impractical for the following reasons: 1. CFD-ACE software has been identified as the proper tool to model two-phase flows,particularly those seen in propellant tanks and MPS components and is currently in use atMSFC.2. Technicians are trained in operation of the existing CFD-ACE software.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Denece A. Norris(ARCS) by email, denece.a.norris@nasas.gov or fax(256)544-5028 no later than 4:30 p.m. CST on June 21, 2011. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
