Description
The 22d Contracting Squadron (22 CONS) of the 22d Air Refueling Wing, McConnell AFB, Kansas, announces the projected solicitation for Airfield Paint and Rubber Removal, solicitation number FA4621-11-R-0012. This notice is posted in accordance with FAR 5.203 and FAR 36.213-2. The contractor shall provide all labor, materials, tools, expertise, testing, surveying, equipment, reports, samples, warranties, and transportation necessary to complete the project in strict accordance with the contract drawings and technical specifications as specified in the proposal and subject to the terms and conditions of the contract. Work shall include, but is not limited to, removing and disposing of airfield painted pavement markings and runway rubber buildup. It also includes the painting/repainting of airfield markings. This requirement affects runways, taxiways, and aprons. Drawings will be provided with the solicitation. The solicitation is anticipated to be a Request for Proposal (RFP) based on Performance Price Tradeoff (PPT). Award will be made based upon best value to the Government in accordance with FAR Part 15 and the terms in the solicitation. The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small businesses concerns. The magnitude of construction for this project is between $100,000 and $250,000. The place of performance for this project is located on McConnell AFB in Wichita, Kansas. The period of performance is expected to be 60 calendar days after the Notice to Proceed is issued. The NAICS code for this requirement is 237310. All contractors MUST be registered in the Central Contractor Registration (CCR) database and Online Representations and Certifications Application (ORCA) database, or their proposals will not be considered. Contractors can obtain further information on CCR and ORCA registration at the following websites: http://www.ccr.gov/ and http://orca.bpn.gov/. The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation. Check the Wage Determination Online website at http://www.wdol.gov for current wage determination information from the Department of Labor. The release of the solicitation package should be on or about 30 June 2011. It will be a RFP, and there will not be a public bid opening. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings upon release. The closing date and time for submission of offers will be contained in the solicitation package. NOTICE TO OFFERORS: Funds are not presently available for this effort. No award will be made under this solicitation until the funds are available. The Government reserves the right to cancel this solicitation/RFP, either before or after the closing date. In the event that the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Per AFFARS 5352.201-9101, an ombudsman has been appointed to hear concerns and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. The ombudsman has no authority to render a decision that binds the agency.
