Description
The Internal Revenue Service (IRS) intends to issue a purchase order on a sole source basis to the Hispanic Association of Colleges and Universities (HACU) to provide IRS with three Summer Interns from HACU. The contract line item numbers (CLIN) is as follows: The contractor shall provide three interns for HACU Summer Internship Program. The procurement is an unrestricted set aside, NAICS code is 541612, and the small business standard is $6M. All responsible sources who can provide the above requirement shall submit written quotations via emailed to faith.m.ashton@irs.gov, no later than 3 calendar days from the posted date of this notice. Offerors submitting quotes should address the cost associated with internship, description of the services and related costs that are available. Quotes should include resume of the proposed on site contract/research manager and at least three Federal/State references, Federal Tax ID number and DUNS number. Evaluation and award will be based on the quality and quantity of services presently offered and fixed price for internship programs. All price quotations must include quantity, unit price, total price, FOB point, a contact person (name and telephone number); GSA number if applicable, delivery time, business size, payment terms, and DUN number. The following Federal Acquisition Regulation (FAR) provisions and clauses in effect through FAC 2005-44 are applicable to this procurement: 52.252-1 Clauses Incorporated by Reference (Feb 1998); 52.252-2 Solicitation Provisions Incorporated by Reference (Feb 1998); 52.212-4 – Contract Terms and Conditions Commercial Items (June 2010); 52.232-33 Payment By Electronic Funds Transfer – Central Contractor Registration (Oct 2003) and 52.243-1- Changes –Fixed-Price (Aug 1987)—Alternate I (Apr 1984). All Treasury contractors are required to be registered in the DOD Central Contractor Registration (CCR) database prior to receipt of award. No written solicitation will be issued for this requirement; therefore, such requests will be considered non-responsive. If no responses are received, an award will be made to the Hispanic Association of Colleges and Universities.
