- Note: All responses to this Request For Proposal shall be mailed to Western Area Power Administration, Attn: Athena Bonner P.O. Box 6457, Phoenix, AZ 85005-6457. Physical address for hand carried proposals: Western Area Power Administration, Attn: Athena Bonner, 615 S. 43 rd Ave, Phoenix, AZ 85009. [J1] Western Area Power Administration, Desert South West Region, has a construction project which consists of furnishing all necessary labor, supervision, materials, licenses, permits, insurance, transportation, and equipment necessary for the following work elements: The principal components of work include removing 8.9 miles of 115-kV H frame wood pole transmission line and constructing 8.9 miles of monopole steel double circuit 230-kV transmission line with one overhead ground wire and one overhead optical ground wire (OPGW). Only the phase conductors for one circuit will be installed, and initially operated at 115-kV. All work shall be in strict compliance with the specifications and drawings. The project magnitude is estimated between $1,000,000.00 and $5,000,000.00. Place of performance is Pinal County, Arizona. The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable from the internet free of charge. No CD-ROMS or hardcopy documents will be distributed. Interested parties can download the solicitation at http://www.fbo.gov on or about June 29, 2011, and the projected proposal due date is August 1, 2011. A firm-fixed price contract award is contemplated with an estimated completion date of April 14, 2012. This solicitation is 100% Small Business Set-Aside - Request for Proposal (RFP). The acquisition is subject to the North American Industry Classification System (NAICS) code of 237130 with a size standard of $33.5 million.
