JOFOC RFP - 2011-Q-13550 - Analytical Laboratory Instructment - COBAS Diagnostic System Synopsis: HRB5 Document Type: Presolicitation Notice Solicitation No. ________________ Posted Date: Opening Response Date: June 14, 2011 Closing Response Date: July 1, 2011 Classification: NAICS Code: 334516 Contracting Office Address Department of Health and Human Services, Center for Disease Control and Prevention, Procurement and Grants Office (Atlanta), 2920 Brandywine Road, Room 3000, Atlanta, GA 30341-4146 Description Title: Lab Equipment/Supplies - COBAS AmpliPrep Instrument/COBAS TagMan System NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) announces its intention to negotiate a sole source follow-on award with Roche Diagnostics Corporation. The CDC Division of Viral Hepatitis Laboratory Branch require continuation of both the COBAS Diagnostic System and MagNA Pure System to perform preliminary tests on patients infected with the hepatitis virus. Since 2004, The Roche diagnostic equipment have been used to conduct routine acute and chronic heptitis research and due to the accuracy of the diagnostic equipment, the results have yielded highly sophisticated nucleic acid extractions, detection and quantification of HBV and HCV. Purchasing other laboratory research systems would not require additional extensive validation, but would cost more time, money and the possibility of jeaporadizing current, on-going eqidemiological studies. CDC intends to negotiate this requirement with HRET under the authority of FAR 6.302-1 and HHSAR 306.302-1, Only One Responsible Source, and 41 U.S.C. 253(c)(1). This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses should be received by the July 1, 2011, at 12 NOON (EST). All responses must be in writing and can be sent via email to hrb5@cdc.gov or fax to 770-488-2868.
