Description
Statement of Work for SPIDERS Mobile Access Application 1.0 Background The mission of the Defense Logistics Agency (DLA) Industrial Base Program (IBP) is to ensure fulfillment of wartime requirements by maintaining a strong national and global industrial base. The Subsistence IBP team manages that goal by leveraging SPIDERS, a web-based tool designed to oversee the ability of commercial industry to meet the warfighters' demands in surge. 2.0 Objective and Scope The intent of this solicitation is to explore the feasibility of a SPIDERS application designed for use on a personal digital assistant (i.e. Blackberry PDA) or personal computer (PC) that is not enabled by a Public Key Infrastructure (PKI) certificate or Common Access Card (CAC). Since SPIDERS serves as a data integration platform for mission tracking and industrial base extension data which is used to assist in readiness planning, the data is proprietary and secured through use of a PKI certificate or CAC. This security presents a problem in two instances; vendors without a PKI certificate are unable to access, which results in aging data. Secondly, industrial base specialists performing site visits remotely at vendor facilities are unable to record data in real time. They must manually record data obtained during these site visits and manually load this information into SPIDERS. 3.0 Purpose SPIDERS is a self-service tool for all stakeholders, including customers and vendors. While it boasts secure and centralized access to subsistence readiness information, its security limits data collection. The development of a PDA application to record vendor production capability would further enable efficient sharing of information. IB specialists could record data offsite, and vendors could update production capabilities more frequently. In addition to production capability functionality, the possibility of a surge test module should be explored. Similar to the inability to access SPIDERS remotely to record production capability, a mobile application to run surge scenarios would be of great benefit. Operating this through an application, would not require the level of reporting that is currently output with the surge test module in SPIDERS. This application would have applicability to not only the IBP team, but the entire DLA enterprise. The data entered into this mobile application would not touch SPIDERS; the form data would only achieve visibility in SPIDERS after receiving approval from the Subsistence Chief, Industrial Base Planning or other appointed supervisory personnel. 4.0 Response Requirements DLA Troop Support IBP requests a brief proposal detailing a possible resolution to this SOW. Specifically, identify hardware and software requirements and associated costs to support this initiative. The application will ideally be compatible with a PC, as well as a Blackberry platform PDA. Other PDA platforms may be explored at a later time. 5.0 Budget & Deliverables DLA Troop Support IBP will operate this effort on a $20,000 budget. Vendor will invoice on a time and materials basis. Progress reports will be provided weekly to the contracting officer, Pete LaVerghetta as well as the Chief, Subsistence Industrial Base Planning. Initial proposal will include a timeline for completion of the project. Deliverables will include a mock-up of the web form or template. Invoice shall be submitted monthly and must include a detailed breakdown of tasks performed, personnel and hours worked and supplies and equipment used. 6.0 Evaluation Factors DLA Troop Support IBP will evaluate responses based upon the following:  Evidence of successful past performance based on similar data gathering work. References provided will be taken into account.  Specifics on key personnel that will be supporting the proposed agreement. We will evaluate personnel experience in carrying out similar data requests; individual success will be taken into account in order to determine the anticipated success of the firm in providing this service to DLA Troop Support IBP.  Estimated timeframe to complete this tasking bearing in mind that any follow-on funds will be fiscal year sensitive. DLA Troop Support IBP will evaluate criteria based on order of importance at the factor level. The government will make a risk assessment based upon information provided in the submittal, to include sources derived from outside the submittal. This risk assessment will be evaluated in the rating for any factors and/or sub factors that place the government at risk. Technical factors, when combined, are weighted more heavily than price. As technical factors become equivalent, price, and your commitment to customer satisfaction, become more critical. 7.0 Timeline & Submission Request for Information Posted: 13 June 2011 Response due: 17 June 2011, 2:00 pm Philadelphia PA local time.
