- Combined Synopsis and Solicitation: RFQ-CO201161245 Advisory Assistance Services/Project Analyst for the USTDA East Asia and Eurasia Region is being issued as a RFQ. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The government may make one or more awards as a result of this solicitation. Your quote is due no later than 12 noon, Eastern Time on June 24, 2011 to Contracting Office, U. S. Trade and Development Agency, 1000 Wilson Boulevard, Suite 1600, Arlington, VA 22209-3901. Quotes submitted by email should be sent to contract@ustda.gov and jbell@ustda.gov or hard copy will be accepted. Quotes submitted by facsimile will not be accepted. The Solicitation document and incorporated provisions and clauses are those in effect through FAC 05-52 May 31, 2011 (www.acquisition.gov). The Government contemplates a firm-fixed price commercial item contract award. This procurement is a small business set aside with a small business size standard of less than $7.0M annual sales under NAICS code 541611. Award is limited to U. S. citizens see H.7.2. The Government's estimate for this procurement is $51,994 per annum. All contractors must be registered in Central Contractor Registration (www.ccr.gov) in order to receive a contract award. For additional information regarding this solicitation, email contract@ustda.gov, telephone calls will not be accepted. This is a contract for Advisory and Assistance Services by non-governmental sources in accordance with Federal Acquisition Regulations Part 37 - Service Contracting. The objective of this contract is to provide specialized services to the U.S. Trade and Development Agency's East Asia and Eurasia Program Office. The tasks and deliverables related to this contract are set forth in the Statement of Work. Offerors with experience in foreign assistance, commercial policy, economic development and trade are encouraged to submit a quotation for consideration. Instructions on what must be submitted in the quotation are provided in Section I below. Questions regarding the contracting process should be directed to USTDA's Contracting Office, Jason Bell, jbell@ustda.gov. The government estimate for this project is $51,994.00. Description of services to be rendered is provided in the attached SF 1449, Solicitation/Contract/Order for Commercial Items Form. The SF 1449 shall be the only solicitation document incorporated into a successful offer/award. The attached SF 1449 provides all available information for solicitation/evaluation and resulting award. Vendors are required to complete Block 17a. Contractor/Offeror using their Legal Business Name. Vendors are reminded that failing to be properly enrolled in the Central Contractor Registration (CCR) System, On-line Representation and Certification (ORCA) System, providing accurate Data Universal Numbering System (DUNS) / Tax Identification Number (TIN) information in block 20 of the SF 1449 or have failed to sign blocks 30a, 30b and 30c of the SF 1449 shall be excluded from award.
