- The Federal Bureau of Investigation (FBI) intends to negotiate a sole source award in accordance with Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c)(1). A sole-source, fixed-price procurement with Agilent Technologies Inc for the purchase of 2 (each) of the Plate Loc Thermal Micro plate sealer under RFQ LDQ004911. The FBI has previously made significant investment in purchasing an Automated Liquid Handling Platform with piping systems. This system was specifically customized to meet NDNAU developing automated forensics applications. The systems customization was to integrate specifically with the Agilent Plate Loc Thermal Micro plate sealer made and manufactured by Agilent. The Plate Loc Thermal Micro plate sealer is needed to further ensure the ongoing development of the NDAU Forensics Application System. If Another Item used other than the Plate Loc Thermal Micro plate sealer from Agilent the successful completion and integrity of the forensic system will be jeopardized. Procuring additional Plate Loc Thermal Micro plate sealer will reduce the need to spend excessive cost in reconfiguring and customizing the entire forensics system. This notice will be distributed through the Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Based on market research conducted of only the Plate Loc Thermal Micro plate sealer this instrument is sold exclusively by Agilent Technologies Inc. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests in this requirement to this office by 9:00 AM (Eastern) June 15, 2011, via e-mail to the attention of: Stacy S. Bostjanick, at stacy.bostjanick@ic.fbi.gov. The North American Industrial Classification System Number (NAICS) is 333314 Optical Instrument and Lens Manufacturing. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
