- *AMENDMENT 001* Date for submission of quotations is amended from 4:00PM EST June 15, 2011 to 4:00PM EST June 22, 2011, to allow for incorporation of responses to questions. It is anticipated that responses will be posted on FBO by COB, Wednesday, June 15, 2011. This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM20-11-Q-0006 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-50 dated May 16, 2011. The North American Industrial Classification System (NAICS) code is 541430, and the small business size standard is $7.0 million. This procurement is set-aside exclusively for small business. The Office of Personnel Management's (OPM), Facilities, Security and Contracting (FSC) group manages a broad array of OPM's key day-to-day programs. The programs under FSC include: Facilities Management (FM), Emergency Actions (EA), Contracting Management (CM), Office of Small and Disadvantaged Business Utilization (OSDBU), and Publications Management (PM). Specifically, Publications Management (PM) establishes and oversees OPM's nationwide publishing and printing management system for internal/external design and reproduction, GPO/commercial print ordering program, publications management, and electronic/office publishing systems. PM also coordinates the agency's regulatory issuances and publications and serves as OPM liaison with OMB, the Federal Register and other regulatory agencies. In support of this mission, PM requires the services of a contractor with specific expertise in providing design and graphic services and incorporating brands on such documents as publications, programs, and banners. OPM intends to award one Firm-Fixed Price Blanket Purchase Agreement (BPA) to the offeror that represents the best value to the government. The Period of Performance (POP) shall be four years (one base year and three (3) one-year option periods) from date of award. Only e-mailed requests for additional information will be accepted at John.Dismond@opm.gov through 4:00 PM Eastern Standard Time (EST), June 10, 2011. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 4:00 PM Eastern Standard Time (EST), June 15, 2011. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to John.Dismond@opm.gov. Vendors not registered in the Central Contractor Registration (CCR) database and not registered in the VETS-100 database at the time the requirement is to be awarded will not be considered.
