- This is a pre-solicitation notice to announce that the Department of Homeland Security, Federal Emergency Management Ag ency (FEMA) has a requirement for professional services and technical expertise for the National Training and Education Division under the Assistant Administrator for National Training and Education, National Preparedness Directorate. FEMA intends to issue a Request for Proposal (RFP), HSFEEM-11-R-0063, to pro vide support for the Preparedness-Technology, Analysis, and Coordination (P-TAC) Center (formerly the National Incident Management Support Center) which will support Homeland Security Presidential Directive (HSPD) 5, the National Incident Management System, and the Post Katrina Emergency Management Reform Act ( PKEMRA ) and shall include all management, supervision, training, personnel, relief, administrative support and equipment necessary. Specific requirements will be provided with the solicitation document. The NAICS code is 541380. It is anticipated that the resulting contract will have a Base Year period of twelve (12) months followed by three (3) one-year option periods. Award of a Hybrid Fixed Price and Time and Material contract is contemplated. It is anticipated that the Request for Proposal (RFP) will be available on or about June 28, 2011. The anticipated date of contract award is no later than September 28, 2011. The solicitation package will only be provided electronically through the FedBizOpps web page. Once the solicitation is posted, interested parties may obtain a copy of the RFP by accessing the following web page: http://www.fbo.gov Telephone requests for this solicitation will not be accepted. Questions regarding the RFP will not be responded to until the date(s) set forth in the RFP package or any subsequent amendments. Proposals will be due 30 days after the release date of the RFP. RFP i ssuing and closing dates and anticipated award dates are subject to change. THIS ACQUISITION IS BEING OFFERED FOR FULL AND OPEN COMPETITION. All companies possessing the necessary certifications and capabilities to fulfill the requirement are encouraged to respond. Prospective offerors must be registered in the Central Contractor Registration database prior to award of a contract. Information regarding this registration can be found at http://www.ccr.gov/. Prospective offerors shall be required to complete Representations and Certifications online at http://orca.bpn.gov) in responding to this requirement. This is a pre-solicitation notice only.
