Description
The U.S. Department of Energy (DOE) National Nuclear Security Administration Nevada Site Office (NNSA/NSO) is posting this RFP to procure Security Protective Force and Systems Services in support of the Nevada National Security Site (NNSS), the Remote Sensing Laboratory on the northeast portion of Nellis Air Force Base, and the North Las Vegas Facility which includes A, B, and C Complexes and the Nevada Support Facility. The purpose of this amendment is to attach all Section L supporting documents.Proposal Disallowed Reason: This is a synopsis of upcoming acquisition; therefore, proposals cannot be submitted directly with this notice. Actual solicitation will be posted at a later date. The Department of Energy (DOE), National Nuclear Security Administration (NNSA) intends to issue a Request for Proposal (RFP) to procure Security Protective Force and Systems Services in support of the Nevada National Security Site (NNSS), the Remote Sensing Laboratory on the northeast portion of Nellis Air Force Base, and the North Las Vegas Facility, which includes A, B and C complexes and Nevada Support Facility, which is headquarters for the NNSA Nevada Site Office (NSO) operations. The uniformed security protective force at NNSA/NSO is a bargaining unit represented by the Independent Guard Association of Nevada, a union that has been in existence since the 1960s. The successful offeror awarded the ensuing contract would be bound by the terms of the current Collective Bargaining Agreement which was effective in 2009 and expires in 2014. The actual Protective Force strength is dependent upon operational and funding requirements and is currently authorized at 195 Security Police Officers and 41 Duty Officers. It is anticipated the contract type will be a Modified Cost-Plus-Award-Fee with fixed, non-fee bearing labor rates with fee earned through the award-fee process. The total term of the contract is anticipated to be five years. The overall objective of this contract will be to provide continuous protective force services 24 hours a day, 365 days per year at the NNSA/NNSS, Remote Sensing Laboratory, and North Las Vegas Facility in accordance with DOE and NNSA requirements under both routine and emergency conditions. The mission of the Security Protective Force Contractor is the physical protection of security interests to include Nuclear Explosive Devices, Special Nuclear Material, National Security Operations and Vital Equipment, Classified and Sensitive Information, Property, and Unclassified Facilities. NNSA plans to issue the RFP early May 2011 with proposals due approximately mid to late June 2011. This will be a competitive requirement using ‘Full & Open Competition' procedures. The applicable North American Industry Classification System (NAICS) code for this procurement is 561612, Security Guards and Patrol Services, with a small business size standard of $18.5M. The contract period of performance is anticipated to be a three-year base period with two one-year option periods. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in the selection of a firm that represents best overall value to the Government. A pre-proposal conference and corresponding Site Visit/Bus Tour are anticipated to be held, after release of the RFP, on or about 24 May 2011. The NNSA is in the process of finalizing a webpage for this upcoming acquisition which will include more detailed information and which will be updated during the acquisition phase. Therefore, it is recommended that interested contractors regularly access the website at http://www.doeal.gov/. The website may not be accessible until the first week of April 2011.
