- Description
- The National Geospatial-Intelligence Agency (NGA) intends to acquire the Correlated Land Change (CLC) dataset to support the maintenance and enhancement of the authoritative Global Foundation GEOINT Data Domain Warehouses that are ready and current to support mission requirements. MDA Information Systems, Inc is the only contractor that possesses the following capabilities to meet NGA's requirements: imagery-based broad-area search capabilities with global coverage that is sensitive to detect changes from global (~30 meter size) to specialized (~10 meter size) densities; ability to temporally track persistent changes, changes that endure and remain in the landscape, providing a consistent, historical delivery of persistent changes from the mid-1990s, and assign confidence levels to the persistent changes identified; perpetual license with unlimited rights to use the data; highly automated process with very rapid delivery over large priority Area of Interest (AoI) and complete program delivery within 1 year of award; mature technology using an operational turnkey solution and virtual elimination of change due to crop rotation and other transient environmental factors. The Government intends to solicit and negotiate with only one source, MDA Information Systems, Inc, 6011 Executive Blvd, Suite 400, Rockville, MD 20852, under the authority, 10 USC 2304(c)(1) as implemented by FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The resultant contract will be firm fixed price with delivery within 12 months of contract award. See numbered Note 22. Verbal requests will not be acted upon.
