Description
In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" this Request for Information (RFI) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The purpose of this RFI is to identify qualified contractors who are able to meet the VA's requirements. Requirement: Healthcare information systems provide Information Technology (IT) tools that support clinical care activities, both for direct care givers as well as ancillary service departments. Healthcare information systems support healthcare providers in the care of veterans by feeding information to main systems such as VistA today and data repositories (Corporate Data Warehouse (CDW)) and registries in the future. The Enterprise System Management (ESM) Office, which is part of the Office of Health Information (OHI), requires operational services for healthcare specific portfolios that encompass healthcare information systems. The purpose of the Office is to work collaboratively with other OHI components and VHA Program Offices to develop, implement and monitor comprehensive portfolios of IT systems. This includes the coordination of Information Technology lifecycle management for all VHA IT systems and portfolios. The ESM Office functions as a matrix organization to identify and work through cross-cutting issues, and to maximize OHI and Program Office resources in support of the IT portfolios of systems. The ESM Office has six (6) major enterprise portfolios supporting VHA requirements. They include: "Health Data Systems (HDS) - Supports systems that collect, store or provide data. "Health Provider Systems (HPS) - Supports all clinical or health-related programs. "Management & Financial Systems (MFS) - Supports enterprise-wide management and financial programs "Registration, Eligibility & Enrollment Systems (REE) - Provides support for the health benefit application process, health eligibility and enrollment and scheduling projects. "Common Services (CS) - A horizontal portfolio that provides support for interoperability, audit services, archive services, release management and access control. This portfolio is part of the strategic initiatives section of the ESM office. "Joint Interoperability Ventures (JIV) - Supports daily operations of the joint Veterans Affairs/Department of Defense (VA/DoD) Federal Health Care Center (FHCC) facility projects the first being the North Chicago FHCC. Additionally, the ESM Office has three ancillary cross-cutting services as follows: "Business Architecture Office (BA) - Provides senior VHA and OHI leadership with the business tools, products and analyses necessary to make informed enterprise-wide architectural decisions. "Requirements Analysis and Engineering Management (RAEM) - Provides the initial level of review for analysis and evaluation of projects and programs designed to meet VHA clinical and business requirements. They facilitate stakeholders in order to elicit, document, analyze, communicate and validate customer requests for changes to information systems and then refine the high-level requirements for requests that have received funding and approval. "Program Integration The scope of work includes the following activities and capabilities: The contractor shall provide services to healthcare specific portfolios in collaboration with Department of Veterans Affairs (VA) staff in the development and implementation of new operating models, overarching business models and architectures, overarching management frameworks, and "assured transition" and change management plans needed to ensure success for the Enterprise Systems Management (ESM) Office and its business owners. This includes all the programs under the Health Provider System (HPS), Health Data Systems (HDS), Common Services (CS), Management & Financial Systems (MFS), Registration, Eligibility & Enrollment Systems (REE) and Joint Interoperability Venture (JIV) portfolios where cross-cutting issues (e.g., interoperability) have a great impact to the portfolios and the IT programs. RFP ISSUANCE DATE: The anticipated issuance date of the RFP is on or about June 20, 2011. The anticipated period of performance is 9 months after the date of award.
