Description
The United States Army Corps of Engineers (USACE) Kansas City District intends to issue a Request for Proposal (RFP) for an Automated Debris Management System (ADMS) in Joplin, Missouri on or about June 14, 2011. This solicitation will be issued in support of the Joplin, MO tornado relief effort. This announcement is issued for information and planning purposes only. It does not constitute a solicitation (Request for Proposal (RFP) or Request for Quotation (RFQ)) or a promise to issue a solicitation in the future. This solicitation will be open to all businesses. The electronic debris management system must create load tickets electronically eliminating the need for hand written and scanned tickets. System features should include at a minimum: (a)Paperless electronic (handheld device) data collection, (b)Duplicate databases for government and contractor use. Contractor database will be internet accessible to subcontractors, city, state and other public entities on a need to know basis, (c)Minimal manual entry of traditional debris paper load ticket data fields, (d) Automation of debris pickup location thru use of GPS/GIS technologies, (e) Evaluation of daily event status using web-based reporting and GIS tools, and (f) Coordination of contractor invoices, FEMA documentation and applicant payment processes enabled thru an integrated database management system. The NAICS Code for this effort is 562998, All Other Miscellaneous Waste Management Services; however, for this solicitation contractors with expertise in related NAICS codes will be considered. The period of performance will be approximately 6 months with an estimated program amount of $7.5 million. The solicitation will be issued as a Request for Proposal (RFP) using the Lowest Price Technically Acceptable Selection approach. A Presidential declaration of an emergency has been issued for the State of Missouri for Newton and Jasper Counties, (FEMA-3212-EM), Amendment No. 02, dated 23 May 2011. As a result of the declaration, the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law 93-288) is applicable to Newton and Jasper counties.
