Statement of Work Correct Boiler Plant Deficiencies Remove existing 180 kW Emergency Generator and replace with new 300 kW Emergency Generator. Remove existing stack and replace with new. Remove existing louvers, fan and ductwork and replace with new. Remove and replace boiler feed water pump. Upgrade with VSD control for new pump. Remove and upgrade electrical. Remove, Relocate, and replace supply and return feedwater, oil, steam and condensate supply and return piping. Provide, install, test, and remove (1) 200 kW rental emergency generator. PURPOSE: Provide all labor, materials special equipment, testing, training and supervision to replace the existing (180 KW) generator and install a new (300 KW) emergency generator located in the building attached to building 22 boiler room. REQUIREMENTS: 1.Remove existing and replace with new emergency generator stack. 2.Provide stack for rental emergency generator. 3.Remove condensate pump 4.Provide structural steel framing 5.Provide metal fabrication 6.Upgrade piping for rental and new emergency generator 7.Upgrade Electrical for rental and new emergency generator 8.Provide support for piping and conduit 9.Upgrade louvers, fans, heaters, controls and ductwork. 10.Remove and replace insulation 11.Provide concrete housing keeping pads 12.Provide miscellaneous unit masonry 13.Provide fire stopping of all openings 14.Provide a rental emergency generator 200 kW as a backup until the new generator is installed, tested and approved as safe to operate. 15.Demolition of existing generator to be performed after rental generator is approved as safe to operate. Provide all labor, materials, special equipment, testing, training and supervision to replace and install the following equipment located either in the main floor or pump room located in building 22. 1.Remove existing boiler feed water pump and replace with new. 2.Upgrade piping on boiler 1 and boiler feed water lines 3.Relocate boiler feed water control valves from top to side of boilers 1 and 2. 4.Upgrade electrical 5.Provide and install (2) each new VFD control for new boiler feed water control. 6.Provide concrete housekeeping pads. 7.Provide support for piping and conduit 8.Provide structural steel framing 9.Provide metal fabrication. 10.Insulate all new bare pipes up to existing piping. 11.Provide fire stopping of all openings SITE CONDITIONS: The Bedford V.A.M.C. is located at 200 Springs Road Bedford Massachusetts. Normal working hours are 7:30 am to 4 pm Monday through Friday except during Federal Holidays. The contractor shall be required to maintain a list of employees that are authorized as his/her agents to perform work under this contract. PERIOD OF PERFORMANCE: The period of performance is within one hundred eighty days (180) from contract award. SUBMITTALS: The submittals listed below are required with the offer. The Contracting Officer will approve them prior to award. 1.The contractor shall provide a work plan for the installation of the rental emergency generator and stack 2.The contractor shall provide a demolition Plan describing the removal and replacement of all work will be submitted with the contractor's proposal. This plan must be approved by the government. 3.The contractor shall provide a work plan for each section of the specification of work described in the above requirements. 4.Within two (2) weeks after award the contractor shall submit a quality surveillance plan that provides comprehensive oversight described in the specification sections and work described in the Requirements above. Quality Surveillance plan describing the removal of the 180 KW emergency generator and provide /install the rental 200 KW emergency generator system work process will be submitted for approval to VAMC Bedford Contracting Officer. 5.The contractor shall provide and maintain a list of employees who are authorized to perform work under this contract. The contractor has up to (10) days after award of this contract to submit a list of all employees working on this contract to the contracting officer. "All employees must provide valid state and/or federal government identification. "Each employee who will operate a vehicle that exceeds 10,000 gross vehicle weights must provide a commercial drivers license. "Heavy Equipment operators or holders of any special license must submit a copy that is current and with expiration date "Provide all welder certification of all welders expected to be on the job site. Submit a copy that is current with an expiration date. "Provide copy of OSHA (30) hour training for Managers/ Supervisors. Submit a copy that is current with an expiration date "Provide a copy of OSHA (8) Hour training for workers. Submit a copy that is current with an expiration date. This includes workers who directly work for the prime and all subcontractors "Provide a copy of any alternate employee with (30) hour OSHA training if the Manager/ supervisor is absent or late. "The person with the (30) hour OSHA training must be present at all times whenever work is performed. "All employees representing the prime and subcontractors must have on their person on the job site. Company identification, driver's license, heavy equipment, any special license required in the performance of their duties and OSHA training card. GENERAL CLARIFICATION: 1.All temporary construction fencing / security shall be chain link fence with locks 2.Provide Environmental Plan after contract is awarded and prior to commencement of work. 3.Provide all demolition, removal and legal disposal of materials 4.Provide a demolition plan after award of contract and prior to commencement of work. 5.Contractor is required to have all Pre Construction submittals within (10) days after award of contractor. Contractor must maintain an accurate and up to date submittal register. This can be reviewed by the C.O.T.R. at any time. 6.Contractor shall obtain and complete all registration or permit forms required by government authorities for the rental and installation of a 200 KW emergency generator and stack to meet any current emission standards 7.Contractor shall obtain and complete all registration or permit from any local, state or federal authority for the installation of a 300 KW emergency generator and stack to meet any current emission standard. 8.The submittal for the new emergency generator and stack must be reviewed by DEP prior to approval to ensure that all emission requirements are according to the Clean Air Act as enforced by D.E.P. and E.P.A. QUALITY ASSURRANCE AND ACCEPTTENCE: The C.O.T.R. shall have a neutral party of sufficient expertise to inspect the project in its entirety. To ensure that all systems with its components are properly designed, constructed, and installed.
