- Prequalification Package Submission Information The United States Postal Service is prequalifying Design Build Entities for the expansion of the Margaret L. Sellers P&DC in San Diego, CA. The project will include design and phased construction of an expansion to the facility and relocation of operations, and design and phased construction of fixed mechanization. The scope of the project includes: Constructing a ≈65,000 SF addition at the southwest corner of the facility to expand the workroom and relocate the Bulk Mail Entry Unit. Installing a new fixed mechanization tray conveyor system; relocating approximately 35,000 sq. ft. of customer parking for the retail operation to a new area west of the current parking lot; expanding the existing EAS parking lot by approximately 8,000 sq. ft.; relocating BMEU operations to a temporary facility; demolishing the existing BMEU, restrooms, training room, and parking areas; and providing new utility connections for relocated postal automation equipment, and capping or removing abandoned utility connections. Supply Management Facilities Portfolio (SMFP) is issuing this Qualification Statement for the site-specific prequalification of design builders. All work is to be done in accordance with USPS approved plans and specifications. This facility is occupied and in use 24 hours per day, seven days per week. There will be no disruption of mail operations. The estimated cost of the project is $10,000,000 - $20,000,000 with a construction completion time within 365 calendar days from receipt of Notice to Proceed. The RFP when issued will be for approximately 40 calendar days and prices shall be good for 60 calendar days after solicitation is closed and offeror selected. In addition the Postal Service is interested in selecting the most highly qualified contractors for prequalification Regional Prequalification for Design Build, Repair & Alteration, and Fixed Price Contracts of similar scope. Minimum Years in Business: Company must have a minimum of five (5) years experience in this type of work. Experience and past performance of key personnel on comparable projects may be considered toward meeting the 5-year minimum requirement. Prior Experience: Company must have completed one comparable project completed within the past five years; additional project may be ongoing. Comparable projects are defined as construction of light industrial where processing and distribution functions occur. The project range for comparable projects is $5 million to $25 million or greater. To be prequalified for Design Build Projects, Repair and Alteration Projects, and/or Fixed Price Construction Projects submit comparable projects for any or all as indicated in Section 6 - Comparable Projects and Section 7 - Non Comparable Projects. If prequalified, a design builder entity and/or construction entities will be eligible to receive solicitations for projects of similar size, price range, and scope located anywhere in the geographical areas that encompass the following states; California and Hawaii. Prequalified entities will automatically receive a solicitation notice for any project that meets the prequalification parameters. If interested in the project, the USPS will send a solicitation to the prequalified entities. The USPS is not guaranteeing that any specific number of solicitations will be issued to prequalified entities during the prequalification period. The Duration: Design builders shall be prequalified for a period of 5 years from the date of notification. Renewal: The USPS at its sole discretion may extend the prequalification period for another 2 years upon completion of the 5 year prequalification period. In renewing a entity's prequalification status, the USPS will take into consideration the entities' performance, capabilities, financial conditions, responsiveness and other factors. The information requested in the Contractor Qualification Statement attached with this prequalification solicitation will be the basis for the prequalification evaluation of your company. Prequalification Proposals are due on July 8, 2011 by 3:00pm EST and should be hand delivered or mailed (using one of the fine services offered by the Postal Service) to USPS Headquarters, SMFP, 475 L'Enfant Plaza SW, Suite 1306, Attn: Michael Bacha, Washington, DC 20260-3906. Statements must be received at the above address no later than the date and time indicated. Identify your submission by including the following information on the outside of your package: Contractor's Name, Solicitation No. 102588-11-A-0003. See attached Prequalification Package.
