- NASA/GRC has a requirement for follow-on Leadership Training sessions which willtake place for key leaders and potential leaders from a variety of areas within GlennResearch Center by providing specific continued training and development support for itsLeadership University Program. The requirement will integrate participant learning fromthe past Core Sessions in Leadership University with a Service Project and supportthe progress of the Service Project with guidance and additional teaching ofteam/project leadership skills. NASA/GRC intends to purchase the training from Accompli,LLC, 5224 Seascape Lane, Plano, Texas.Accompli has the curriculum for the requested areas already developed and will notrequire significant time or resources for development or customization. The Governmentwould continue to use Accompli's off the shelf materials and models currently used.During the first two sessions, their faculty gained great insight in the LeadershipUniversity Program, its participants, and the NASA GRC organization. This informationputs them in a unique position to provide the continued training.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 17, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
