- Description
- SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER). The subject acquisition is for a broad range of maintenance, repair, and minor construction work on real property at Barksdale Air Force Base (AFB) and its associated sites. The contract will be an indefinite-delivery/indefinite-quantity type contract and will include a wide variety of individual construction tasks as identified and based on prices from the latest 4Clicks or equal, which will be utilized as the cost estimating software program, hereinafter referred to as the Computerized Pricing Guide (CPG). During the contract period, the Base Civil Engineer (BCE) will identify construction tasks required to complete each specific job, and the 2nd Contracting Sq. will negotiate and issue individual delivery orders to the contractor. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the projects. The contractor will be required to maintain a management office on Barksdale AFB in order to receive delivery orders and provide other management services related to accomplishing individual jobs. Individual jobs will vary in size and complexity. The jobs will include tasks in a variety of trades including, but not limited to carpentry, roofing, excavating, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The performance period will be a twelve-month basic year with 4 twelve-month option years, with an anticipated contract start date of 1 January 2012. The current anticipated issue date of the RFP is 27 June 2011. It has been determined that the proposed contracts competition will be limited to 8(a) firms located within the geographical area serviced by SBA Louisiana District Office, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD participants are deemed ineligible to submit offers. The Government anticipates significant subcontracting activity under the SABER contract. A pre-proposal question and answer forum will be held on 07 July 2011 @ 1:00 CT at the local Associated General Contractors Facility, located at 2025 Southern Avenue, Shreveport, LA 71104-2016. The anticipated magnitude of this contract is between $25 Million and $100 Million over the life of the contract.
