Description
This is a combined Synopsis/Solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is being issued as RFQ # E11PS51328.The U.S. Department of the Interior, National Park Service, Timucuan National Preserve, located in Jacksonville, Florida, has a requirement for the preparation and paint application for the exterior of the Broward House at the Kingsley Plantation. The North American Industry Classification System (NAICS) code is 238320 and the size standard is $14 million. The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Services, and FAR Part 37, Services Contracting. EXTERIOR PAINTING SPECIFICATIONSBroward HousePart I - General1.1 Description of the Project-A. This project involves the preparation and paint application for the exterior of the Broward House at the Kingsley Plantation located within the Timucuan National Preserve in Jacksonville FL. This project involves the preparation and paint application for wood surfaces only (and 1 metal door). The exterior siding on all elevations as well as the facia, soffit (including all decorative details), porch railings and columns, window frames and grid muntins, and both sides of all exterior doors and jams, are included in this project. Windows which currently function SHALL NOT be painted shut. Window glazing shall be replaced as needed by contractor. Contractor must demonstrate the ability to properly reglaze historic glass in accordance with NPS Preservation Brief 9 http://www.nps.gov/hps/tps/briefs/brief09.htm. Contractors must include three references indicating successful completion of projects restoring historical buildings similar in nature to the Broward House project. Vendors failing to provide three references of similar nature and three references of credit will be excluded from competition. All other exterior wood components will be examined to ensure compatibility of the total system. Masonry, and components not currently painted will not be included in this project.B. Surface preparation and field painting of exposed exterior items and surfaces.1. The work to be done by the painting contractor shall include the furnishing of all materials, labor, tools, and equipment required to complete the painting and decorating of the building as specified. 2. The contractor that performs this work shall be fully responsible for having his equipment comply with current OSHA and EPA regulations. 3. The submission of the bid by this contractor confirms an understanding of all conditions pertaining to this work and proper application of materials specified. 1.2 General: a) Special Criteria to Bidders: Contractor shall be qualified and licensed with experience in the field and follow Federal, State, and Local code guidelines. As an integral part of these specifications, it shall be required of all bidders, to include with quote documents references to past painting work completed on Historical building's containing like materials as those used in the construction of the Broward House. Include names and telephone numbers. Bidders failing to supply this information will be rejected. b) Prior to job start-up a pre-construction meeting will be held at the facility to clarify conditions and expectations. The contractor supervisor who will be supervising the daily work is required to attend this meeting. All site inspections and work shall be performed between the hours of 7:00 AM and 3:30 PM, Monday through Friday, except Federal holidays, unless prior arrangements have been made with the Government representative. c) Colors and samples: the National Park Service will specify Paint color. Contractor shall prepare specimens in duplicate, (Approximately 8" by 10"), for government approval. After approval, one specimen of each will be returned to the Contractor. The approved color shall be that which is applied last as the finish color. Final color approval will be made by the National Park Service before final painting, at no increase in the contract price.Sampeles will be sent to the following address for approval:Lewis G. Pleasant Rd.Jacksonville, FL 32225d) Arrangements for use of water, sanitary facilities and telephone will be made with the National Park Service representative, subject to approval by the park Superintendent.e) The contractor will provide and maintain all barriers and signage required by law and statute for the protection of the public.f) The contractor will take necessary precautions to keep fire hazard to a minimum; including, but not limited to, daily removal from the area all oily rags, waste and other combustibles not in covered metal containers and provide at least two functional dry chemical fire extinguishers at each job site.g) The contractor shall be responsible for and secure daily, all his equipment, tools and materials at the job site. The contractor shall clean up and remove all garbage and debris associated with his activities from the job site on a daily basis.1.2 SubmittalsA. (Product Data): Manufacturer's data sheets on each product to be used, including:1. Material list: An inclusive list of required coating materials. Indicate each material and cross-reference specific coating, finish system, and application. Identify each material by manufacturer's catalog number and general classification.2. Preparation instructions and recommendations.3. Manufacturer's Information: Material Safety Data Sheets (MSDS), Manufacturer's technical information, including label analysis and instructions for handling, storing, and applying each coating material.1.3 Quality AssuranceA. Installer Qualifications: a firm or individual experienced in applying paints and coatings similar in material, design, and extent to those indicated for this project, on historic structures, whose work has resulted in applications with a record of successful in-service performance. Inability to provide substantiatable references for historic painting will render the proposal technically unacceptable. 1.4 Delivery, Storage and HandlingA. Deliver materials to Project site in manufacturer's original, unopened packages and containers bearing manufacturer's name and label and Material Safety Data Sheets (MSDS).B. Store materials not in use in tightly covered containers, and in a well-ventilated area at a minimum ambient temperature of 45 degrees F. Maintain storage containers in a clean condition, free of foreign materials and residue.C. Maintain environmental conditions (temperature, humidity, and ventilation) within limits recommended by manufacturer for optimum results. Do not install products under environmental conditions outside manufacturer's absolute limits.D. Apply paints only when temperatures of surfaces to be painted and surrounding air are between 50 and 90 deg F (10 and 32 deg C).E. Apply solvent-thinned paints only when temperatures of surfaces to be painted and surrounding air are between 45 and 95 deg F (7 and 35 deg C).F. Do not apply paint in rain, fog, or mist; or when relative humidity exceeds 80 percent; or at temperatures less than 5 deg F (3 deg C) above the dew point; or to damp or wet surfaces. Wood surface moisture content must be under 19 percent before application.1.6 EXTRA MATERIALSA. Furnish extra paint materials from the same production run as the materials applied and in the quantities described below. Package with protective covering for storage and identify with labels describing contents. Deliver extra materials to National Park Service.B. Quantity: Furnish National Park Service with an additional three percent, but not less than 1 gal (3.8 l) or 1 case, as appropriate, of each material and color applied. Part 2 - PRODUCTS2.1 MANUFACTURERSA. The paint used must be the highest quality ("top of the line") paint available as a standard product distributed by a nationally known manufacturer. 1. The paint must be of the best grade, as manufactured by the following firms, or of equal or better quality: Sherwin WilliamsBenjamin MooreBehrGilman Paint CompanyGlidden CompanyLucite PaintsPPG Industries, Inc. (Pittsburg Paints)Precision Paints2.2 PAINT MATERIALS - GENERALA. Material Compatibility: Provide primers, and finish-coat materials that are compatible with one another and with the substrates indicated under conditions of service and application, as demonstrated by manufacturer based on testing and field experience.B.Colors: 1. White, to match the existing trim and siding - flat2. White, to match existing doors - gloss3. Blue, to match existing undersides of porch roofs - satin4. Gray, to match existing shutter color - satin C. Application Rate: Coating thickness for primer, intermediate, barrier and finish coats shall be measured as Dry Film Thickness (DFT) and comply with manufacturer's published recommendations. Part 3 - EXECUTION3.1 EXAMINATIONA. Do not begin installation until substrates have been properly prepared.B. Coordination of Work: Review other Sections in which primers are provided to ensure compatibility of the total system for various substrates. On request, furnish information on characteristics of finish materials to ensure use of compatible primers.C. If any chemical stripper is used in the removal of existing paint, ensure that it has left no residual on the wood surface which would cause improper adhesion of subsequent primer and paint. 3.2 PREPARATIONA.General: Remove hardware and hardware accessories, plates, lighting fixtures, and similar items already installed that are not to be painted. If removal is impractical or impossible, provide surface-applied protection before surface preparation and painting. 1.After completing painting operations in each space or area, reinstall items removed using workers skilled in the trades involved.2. Individual elevations must be completed before moving on. It is acceptable however; that the next elevation be prepared for paint while the prior elevation is being painted. B.Cleaning: Before applying paint or other surface treatments, clean substrates of substances that could impair bond of the various coatings. Remove oil and grease before cleaning.1.Schedule cleaning and painting so dust and other contaminants from the cleaning process will not fall on wet, newly painted surfaces.C.Surface Preparation: Clean and prepare surfaces to be painted by mechanical means, including the use of scrapers, heat guns, and sand paper for each particular substrate condition and as specified. 1. Provide barrier coats over incompatible primers or remove and reprime.2. The exterior siding on all elevations, all soffit and facia (including the underside of porch roofs, and all decorative details), and porch columns and railings (excluding the widows walk) shall have all non-adhering paint and any foreign matter (dirt, rust, grease, etc.) completely removed before priming.D. Areas to be washed: NOTE: Power washing is allowed only using a 65 degree soap/chemical nozzle for applying a cleaning solution and rinsing off the building. E. Material Preparation: Carefully mix and prepare coating materials according to manufacturer's written instructions. 1. Maintain containers used in mixing and applying coatings in a clean condition, free of foreign materials and residue.2. Stir materials before applying to produce a mixture of uniform density. Stir as required during application. Do not stir surface film into the material. Remove film and, if necessary, strain coating material before using.3. Use only the type of thinners approved by manufacturer and only within recommended limits. 3.3 APPLICATION A. General: Apply paint according to manufacturer's written instructions. Use applicators and techniques best suited for substrate and type of material being applied.1. Gray to be apply to all shutters, both sides 2. Blue to match existing undersides of porch roofs3. White to be applied to siding, fascia, porch columns and railings, and all other surfaces previously indicated B. ITEMS NOT PAINTED1. Masonry2. Items not currently paintedC. Any work not conforming to the specifications shall be removed or corrected and/or repainted as approved by the contracting officer's representative. D. If the painting contractor considers any surface unsuitable for proper finishing, he is to notify the contracting officer's representative of this fact in writing. He is not to apply any material until corrective measures have been taken, or the contracting officer's representative has instructed him to proceed. E. The prime coat should be applied soon after the surface preparation has been completed, to prevent contamination of the substrate. 1. Prime coat shall be sufficient to prevent bleed-through of knots and nail heads. 2. Exposed nail heads shall be primed with a rust-inhibiting metal primer. F. Application Procedures: Apply coatings by brush only.1. Completed Work: Match approved Samples for color, texture, and coverage. Remove, refinish, or recoat work that does not comply with specified requirements. 3.4 FIELD QUALITY CONTROL A. National Park Service reserves the right to invoke the following test procedure at any time and as often as the National Park Service deems necessary during the period when paint is being applied: 1. National Park Service will engage a qualified independent testing agency to sample paint material being used. Samples of material delivered to Project will be taken, identified, sealed, and certified in the presence of Contractor.2. National Park Service may direct Contractor to stop painting if test results show material being used does not comply with specified requirements. B. Any work not conforming to the specifications shall be removed or corrected and/or repainted as approved by the contracting officer's representative. 3.5 CLEANING A.After completing painting, clean glass and paint-spattered surfaces. Remove spattered paint by washing and scraping without scratching or damaging adjacent finished surfaces. B. Upon completion of the job, the painting contractor is to remove all materials, scaffolds, etc., from the premises that relate to his trade. 3.6 PROTECTION A. Provide "Wet Paint" signs to protect newly painted finishes. B. Drop cloths shall be used to prevent paint spatters from soiling adjacent masonry surfaces. C. Window panes shall be protected by masking tape, plastic, paper or other suitable means to prevent paint spatters. 3.7 EXTRAS (Change Orders) A. Payment for work over the amount agreed upon in the contract will not be allowed to the painting contractor unless authorized in writing by the contracting officer.
