Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Agilent Technologies, Inc., 2850 Centerville Road, Wilmington, DE 19808-1610 to provide a one (1) year maintenance agreement on the following system: -Agilent Robotic Platform System The Trans-NIH RNAi initiative conducts high-throughput siRNA screens in collaboration with intramural investigators. siRNAs down-regulate target genes possessing corresponding sequence complimentarity. That way, interrogation of a specific gene's function in the context of any biology can be assayed. The initiatives work encompasses assay development, screening, and initial follow-up. A fully automated, robotic system was installed by Agilent Technologies to conduct genome-wide siRNA screens and associated operations. These screens are depended upon a number of integral parts, including the management of siRNA libraries, high-throughput transfection of mammalian cells, high-throughput addition of assay-specific stimuli, and high-throughput endpoint assays such as automated imaging. The Agilent system has proven reliable for all these components. The maintenance agreement is required to ensure reliable and reproducible operation of this system. The sole source determination is based on the fact that this system is proprietary to Agilent and only the manufacturer is authorized to perform maintenance or repair. Any third party performing this would invalidate Agilent warranties. The period of performance shall be from August 19, 2011 - August 18, 2012. The delivery point is the National Institutes of Health (NIH), National Human Genome Research Institute (NHGRI), Bethesda, MD. The North American Industry Classification System (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $19.0M. However, this solicitation is not set-aside for small businesses. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-50 (May 16, 2011). Interested parties may identify their interest and capabilities in response to this synopsis by June 10, 2011 at 12:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements. Inquiries to this announcement, referencing synopsis number NHLBI-CSB-(HG)-2011-189-JML, may be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6151, Bethesda, Maryland 20892-7902, Attention: Jonathan Lear. Responses may be submitted electronically to learj@nhlbi.nih.gov. Faxes will not be accepted. Responses will only be accepted if dated and signed by an authorized company representative.
