Description
Blank BPA Price List: Lakebed Oil Striping SOW BPA Terms and Conditions This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is FA9301-11-R-0011. This Request for Quotation (RFQ) is issued for a Blanket Purchase Agreement (BPA) for Asphalt Delivery at Edwards AFB, CA. The contractor shall provide all tools, supplies, equipment and qualified personnel necessary to mix and apply Oil Striping and Number Marking of the Lakebed Runways at Edwards Air Force Base, California. The Contractor will provide all the equipment necessary to mix and apply the product. The Contractor shall operate the required vehicles and equipment necessary to perform the Oil Striping and Marking in accordance with the contract and the appropriate product manufacturer's recommendations. The Contractor shall ensure the applied product meets or exceeds the appropriate Federal, state, local, Environmental Protection Agency (EPA) standards. The Contractor shall perform any corrective maintenance due to unscheduled equipment breakdowns and deficiencies during the application process. The Contractor shall be responsible for the cleanup of any amount of spillage of the product during delivery, mixing and application. The Contractor shall coordinate with the 95ABW/Heavy Repair Section in establishing a Point of Contact and Equipment Staging area. Asphaltic concrete paving, hot mix, hot laid, graded and aggregate type asphalt. The asphalt will be homogenous petroleum product and shall not foam when heated to 347 degrees in accordance with Federal Specifications SS-A0706D. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-50 and DFARS Change Notice (DCN) 20110511. This acquisition is a 100% small business set aside. The North American Industry Classification System (NAICS) number is 237310. Small Business size standard is $33,500,000.00. Date of Delivery: See attached BPA Terms and Conditions. Place of delivery and performance: Edwards AFB, California. Attachments provided are: BPA Terms and Conditions and Price List. Multiple BPA's may be issued. Quotes must be submitted no later than 1:00 p.m. (PST) on Monday, 06 July 2011. The offer may be faxed or emailed to the Point of Contact below. Contract award is estimated to take place 15 July 2011. Potential offerors must be registered in CCR to be eligible for contract award or payment from any Department of Defense activity.
