The Bidder's Library contains For Official Use Only (FOUO) information and will only be released to those individuals who can demonstrate a "need to know," in addition to accomplising a Non-Disclosure Agreement (NDA). The NDA and "Need to Know" justification must be submitted to the Contracting Officer. Upon Contracting Officer approval, the Bidder's Library will be released to the individual requesting the information.
