Description
NOTICE OF INTENT TO SOLE SOURCE. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Surveillance, Hazard Evaluations & Field Studies (DSHEFS), Adult Blood Lead Epidemiology and Surveillance (ABLES) Program, hereby announces its intent to sole source purchase orders to the Public Health Divisions in the states of Wisconsin, Tennessee, New Jersey, Iowa, New York, Texas, Alabama, California, Ohio, Missouri, Kansas, and Pennsylvania. The Adult Blood Lead Epidemiology and Surveillance (ABLES) Program is a state-based surveillance system under which participating States provide information to NIOSH on laboratory reported blood lead levels among adults. The current ABLES case definition for elevated blood lead level for adults (age 16 and older) is a blood lead level concentration ≥10 µg/dL (ten micrograms per deciliter). The ABLES program ultimately aims to collect the complete list of variables for all blood lead level tests, and urges all States to progressively supply this information as it becomes available. These data must be submitted providing a field for the 19 variables listed even if some variables have no data available at the time of submission. An EXCEL spreadsheet is the preferred method and a Microsoft Access table or delimited text file is also acceptable. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting of this notice, their written capabilities statement, in the format they choose, not to exceed 10 pages. All vendors must be registered in the Central Contractors Registry (CCR) prior to award of a federal contract. The website is www.ccr.gov. The Government will review any/all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be held with the various states as the only source and a purchase order will be issued without any additional notices being posted.
