HSFEEM-11-R-0045 - Attachment D - Past Performance Questionnaire HSFEEM-11-R-0045 - Attachment C - Department of Labor Wage Determination HSFEEM-11-R-0045 - Attachment B - Government Property List HSFEEM-11-R-0045 - Attachment A - Statement of Objectives HSFEEM-11-R-0045 RFP This solicitation is for classroom and editorial support services for the Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) / Emergency Management Institute (EMI) and its facilities located at the National Emergency Training Center (NETC), Emmitsburg, MD. The Acquisition Operations Division/Preparedness Branch intends to award a firm-fixed-price hybrid contract award under the authority of FAR Part 15. The objective of this procurement is to obtain reliable, efficient, and effective classroom and editorial support services. There are 4 attachments with this solicitation as outlined in Section J of the solicitation. With the submission of a proposal package as outlined in Section L, please remember to complete these documents within the solicitation packet ( Page 1 of the SF 33, B.2 "Price/Cost Schedule", H.9 "Key Personnel or Facilities", and Section K "Representations, Certifications and Other Statements of Offerors"). **L.9 "Site Visit" - review specific guidelines and instructions for participating in the scheduled site visit at 10:00 am Eastern, June 22, 2011. A vendor response with all applicable information must be received No Later Than (NLT) 1:00 pm Eastern, June 20, 2011. There will be no more than 2 attendees from a single vendor allowed access to the site visit. The instructions are provided below: A site visit is scheduled for 10:00 AM (Eastern) June 22, 2011, National Emergency Training Center, 16825 South Seton Avenue, Emmitsburg, MD 21727. If you plan to attend, it is required that you submit your company name and the full names of all persons who will attend the site visit. No more than two attendees from a single offeror will be allowed access to the site visit. The site visit is anticipated to take approximately two hours. Please submit attendee information by e-mailed to the Contract Specialist, James Suerdieck, at james.suerdieck@dhs.gov No Later Than (NLT) 1:00 PM (Eastern) June 20, 2010. Due to the facility security requirements, there will be no exceptions to this deadline. NOTE: Only one site visit will be conducted. ( No questions will be entertained during the site visit.) Any questions shall be emailed or faxed to the address/fax number shown above for the Contract Specialist with the solicitation number referenced. No other site visit will be provided. This is competitive acquisition restricted to eligible 8(a) Small Business concerns using FAR Part 15 procedures. A firm-fixed-price hybrid contract award is anticipated. Award shall be based on best value using trade-offs. The Period of Performance will be 2 weeks of transition followed by 11 1/2 months of services for the base period. The contract will include four 12-month options. The contract start date is anticipated to be September 19, 2011. The NAICS code is 561110. The Small Business Size Standard for this NAICS is $7.0 million. The incumbent contractor for this requirement is Chenega Federal Systems, LLC, under contract number HSFEEM-07-C-0001, with a total contract value of $5.99 million. In conjunction with this acquisition, Request for Information (RFI) # HSFEEM-11-JS-0001 and Pre-Solicitation Notice # HSFEEM-11-R-0045 were previously issued for this requirement.
