- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. A quotation may be provided on a vendor's letterhead to include the required terms and conditions of this acquisition. The Request for Quotation (RFQ) SP4703-11-Q-0080 is being issued as a firm-fixed buy, 100% Small Business Set-Aside. Partial proposals will not be accepted. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The North American Industry Classification System (NAICS) code is 334220. The small business size standard is 750 employees. F.O.B. Destination, Inspection and Acceptance Destination. The requirement is to purchase software flash upgrades for existing Motorola XTS5000 hand-held radios, ninety-six (96) each, with Over-the-Air Rekeying (OTAR) capability in support of the DLA Information Operations (J6) Richmond Office located at DLA Aviation Richmond (Defense Supply Center Richmond). Requirement also includes shipping arrangements and shipping costs for the radios requiring repair to be shipped to DLA Information Operations Richmond (J6R), 8000 Jefferson Davis Highway, Richmond, VA 23297-5000. Point of Contact will be provided at time of award. The Government will bear the cost to ship the radios to the vendor, but the vendor will be responsible to ship (by traceable means) the upgraded radios to the Government. Delivery: The requirement must be completed by not later than 30 days after receipt of order, or sooner at no additional cost to the Government. Government Furnished Property: The Government shall provide the following property in which the vendor shall use only in direct performance of the contract requirements. The DLA Information Operations (J6) Richmond office will ship ninety-six (96) each Motorola XTS5000 hand-held radios. The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition. The following evaluation criteria are included in paragraph (a) of that provision. The contracting officer will make award based on price and price related factors. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror/Representation and Certifications-Commercial Items, with its proposal. A copy of this provision maybe downloaded from http://www.arnet.gov.far/loadmain52.html The vendor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government rights under the Inspection clause nor does it limit the Government rights with regard to the other terms and conditions of the contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. Award will be made to the lowest priced offeror that meets the requirements stated in this combination synopsis/solicitation. Unless otherwise specified the vendor shall warrant that the products are new, in their original box. The vendor confirms to have sourced all required manufacturer products submitted in their offer from manufacturer or through manufacturer authorized channels only, in accordance with all applicable laws and policies at time of purchase.
