- Notice of Intent to sole source to Barrow Arctic Science Consortium - this notice is not a request for competitive proposals. However, the government will consider all proposals received by the closing date of this announcement. Interested vendors shall have the capability to respond to survey logistical support needs NLT mid to late June 2011. Any capability statement shall support the entities capability to provide all of the required services listed below by the beginning of the survey season of mid June.REQUIREMENT:In 2011, USFWs will conduct surveys and breeding biology research on both threatened Steller's and spectacled eiders within the BEO and surrounding tundra. Our field activities will include the following components: equipment preparation, field crew training and eider monitoring ; road surveys ; ground-based breeding pair surveys from approximately ; nest searching and monitoring from approximately ; hen captures and sample collection from mid- to late July; hen and brood radio tracking ; eider monitoring will continue through early September, depending upon the eider migration. Item 1) Warm storage of field equipment at NARL area, Barrow, Alaska. Storage area approximately 5'x10'. Needed for entire year.Item 2) Seasonal services Assistance with fox control and eider research programs. Require 2 people for the fox program and up to 8 people for various aspects of eider research (Eider Journey) program. These individuals must be residents of Barrow, Alaska.Item 3) All projects are conducted on land owned by the Ukpeagvik Inupiat Corporation (UIC), and each staff member must possess a valid land use permit to work on these private lands. Contractor must obtain permits.Item 4) The logistics provider will provide some general logistical support to ensure our project goes smoothly. For example, assistance with equipment, use of shop space, and valuable local knowledge. The following clauses shall apply:52.212-3, 52.212-4, 52.212-5 applicable statutes at ( 52.222-50, -3, -21, -26, -35, -36) and 52.222-41, Service Contract Act and all applicable labor standards and statutes. REASON FOR SOLE SOURCE:: BARROW IS A SMALL COMMUNITY OF POPULATION OF LESS THAN 4000. A QUERY OF GOVERNMENT CENTRAL CONTRACTOR REGISTRATION REVEALS 22 REGISTERED CONTRACTORS IN BARROW. A REVIEW OF THE NAICS CODES APPLICABLE TO EACH OF THE REGISTERED BUSINESSES INDICATES BARROW ARCTIC SCIENCE CONSORTIUM IS THE ONLY ENTITY REGISTERED WITH NAICS CODE 541614, PROCESS, PHYSICAL DISTRIBUTION AND LOGISTICAL SUPPORT CONSULTING. CONCLUSION, NO OTHER SOURCE EXISTS IN BARROW TO PROVIDE THE LOGISTICAL SERVICES ABOVE. BARROW ARCTIC SCIENCE CONSORTIUM IS A NON-PROFIT ORGANIZATION. Historical records indicate no other vendor has provided this service.
