FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: Multinuclear Broadband Fluorine Observe Smart Probe SOLICITATION NUMBER: NB631030-11-02368 RESPONSE DATE: June 16, 2011 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Todd Hill-, Contracting Officer, 301-975-8802 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Bruker BioSpin Corporation of BILLERICA, MASSACHUSETTS for the purchase of a Multinuclear Broadband Fluorine Observe Smart Probe under other than full and open competition by the authority of FAR subpart 13.106 -1(b)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. A sole source determination is based on the following: Only Bruker BioSpin Corporation can meet our technical requirements. Specifically no other vendor can meet the NIST requirements for: The Multinuclear Broadband Fluorine Observe Smart Probe that NIST requires from Bruker Biospin will provide new measurement capabilities using the 600 MHz NMR spectrometer that are not currently possible with the available probe accesories at NIST- Institute of Bioscience and Biotechnology Research (IBBR). In particular, it will allow experiments to be carried using the 600 MHz NMR spectrometer that involve excitation/observation of signals from fluorine nuclei and/or any nucleus in the frequency range from phosphorus to nitrogen, with proton decoupling. The probe also has mechanisms for automatic tuning and matching, which facilitates experimental setup, and is not available on the current probes at NIST-IBBR for the 600 MHz NMR. Bruker BioSpin Corporation is the only source manufacturer who can deliver a Multinuclear Broadband Fluorine Observe Smart Probe accessory that is 100% compatible with the operating system and hardware of the Bruker BioSpin AVANCE 600 MHz NMR spectrometer currently operating at NIST-IBBR. The Multinuclear Broadband Fluorine Observe Smart Probe will be used as an accessory upgrade for this NMR spectrometer system. Bruker BioSpin Corporation ‘s Multinuclear Broadband Fluorine Observe Smart Probe meets these requirements and enables NIST to meet its mission requirements. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed by June 30, 2010. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on June 16, 2011. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
