- THIS IS A NOTICE TO AWARD AN 8(a) SOLE SOURCE CONTRACT AND NOT REQUEST FOR PROPOSALS. The Natuional Park Service intends to solicit a proposal and enter into a contract with Pinnacle Construction and Development, 38220 Willoughby Parkway, Suite A, Willoughby, OH 44094. Pinnacle Construction and Development is a small business that will provide painting service to the James A. Garfield NHS, Mentor, OH 44060 as authorized by FAR 6.302-2 (a) (2). Questions may be directed to Robert Sirn in writing either by fax 330-468-2507 or emial robert_sin @nps.gov. NO phone inquiries will be accepted. This project involves the preparing and painting the exteriors of four (4) buildings-Carriage House (also known as Visitor Center), Restroom Building, Windmill, and Horse Barn-at James A. Garfield National Historic Site to match existing colors (see materials specifications).
