Description
**********RFP Number - Please reference RFP Number D11PS19037 on all correspondence. ************* The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D11PS19037 as a Request for Proposals (RFP) on behalf of the US Department of Agriculture, Foreign Agricultural Services. AQD anticipates awarding single or multiple Indefinite Delivery/Indefinite Quantity contract(s) to provide monitor and evaluation services. The contract(s) will be awarded for a five year period. The potential aggregate total of all contracts over the term of each contract is $10,000,000. This is an acquisition for commercial services and will be conducted using the guidance in FAR 12. The applicable NAICS code is 541611, "Administrative Management and General Management Consulting Services". The small business size standard is $7.0 million. This procurement is being solicited on an unrestricted basis, open to large and small business concerns. SCOPE OF WORK: Projects and programs of focus under this contractual agreement may be in different stages of development and implementation. As such Monitoring and Evaluation Staff (M&ES) seeks the services of a Contractor with extensive expertise in monitoring and evaluation. Overall under the scope of this contract, the Contractor shall assist FAS to:"Conduct ROM training with internal and external partners;"Develop and/or review results frameworks by country or program area;"Develop and/or review project performance monitoring plans;"Develop project evaluation plans;"Formalize the monitoring and evaluation process;"Develop a system for data collection, analysis and documentation of project results based on PMPs and evaluation plans;"Provide specific monitoring and evaluation services as requested such as conducting data quality and validity assessments, specific project reviews or evaluations, data collection and field monitoring;"Provide capacity building services in monitoring and evaluation internally within FAS staff and externally with FAS partner organizations; "Provide analysis and research services to better assess program area needs including beneficiary analyses, economic analysis, and other research needs; and"Collaborate, where applicable and appropriate, with other monitoring and evaluation staff of FAS, contractors, or its partner organizations. Source Selection Procedures as identified in FAR Part 15.3 will be utilized in the selection of the firm or forms offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best value source selection procedures incorporating tradeoffs between price and non-price factors. Award may be made without discussions.
