Description
The purpose of this ammendment is to change the RFI deadline date from 3 June 2011, 12 Noon MST to 10 June 2011, 12 Noon MST. In addition, question and answers from the site survey conducted on 23 May 2011 are provided below: Site Survey 26 May 26, 2011 for Cadet Internet Service Provider Project in reference to RFI # FA7000-11-T-0040. The purpose of this information is to assist vendors by providing information for market research purposes. This information is not being provided for the purpose of receiving proposals. No solicitation has been issued. Questions and Answers: 1. Q. How many cadets average per room? A. Two-Three. Due to the construction currently taking place in Vandenberg Hall there are more three cadet rooms than normal. 2. Q. Is there any wired service to the rooms already? A. Yes, however it is military provided on the.edu network and cannot be used by vendors. 3. Q. Is there currently wireless service inside the dorms? A. No. There is some wireless service outside of the dorms, however. Anything new must be completely separate from the.edu network. 4. Q. Is a copy of the blueprints with measurements and square footage available? Will blueprints be made available if the vendor chooses wireless as its preferred method of service delivery for the students? Can you provide the approximate square footage per floor of each building, how many floors? A. Due to security reasons, blueprints will only be provided after the contract is awarded. However, there are approximately 985 rooms in Sijan Hall and approximately 1200 rooms in Vandenberg Hall. These rooms have a minimum of 2 cadets per room to equal approximately 4000 cadet's total wanting capabilities for multiple devices. Each room is approx. 294 square feet. There are 17 Squadron Activity Rooms in Sijan and 24 in Vandenberg. Each Squadron Activity Room is approx. 1176 square feet. In addition, there are 2 conference rooms in each dorm and approx. 100 offices in each dorm. Conference rooms are approx. the same size as the Squadron Activity Rooms and offices are similar in size to the dorm rooms. 5. Q. What jacks are already in the dorm rooms? A. There are two jacks per room, however, these are military provided and cannot be used by vendors. There are no spare jacks in the rooms for use. Vendors will have to provide their own cabling and jacks. 6. Q. How is wiring to be brought in? A. In Sijan Hall the walls are plaster. The current cabling chase way runs under the heating units on the exterior wall with holes between the rooms. Vandenberg Hall is currently undergoing renovation. 75% of the Hall is now drywall with shallow drop ceilings. The remaining 25% is plaster construction like that found in Sijan Hall. Wiring is ‘fished' through the walls. 7. Q. Can work be performed during the day while cadets are in class? A. Yes, upon approval. 8. Q. Would the USAFA be willing to entertain a bulk internet offering where services are offered to all in the dorms and fees for the service are paid for by housing/facilities? A. Due to the constraints on Cadet pay, a bulk account may not be an option. The government welcomes information on all types of solutions. 9. Q. What rooms do you want coverage in? A. The cadet dorm rooms, and in addition wireless service to the Squadron Activity Rooms, Conference Rooms, Academy Military Trainer Rooms and Air Officer Commanding Rooms located throughout the dorms. 10. Q. Is there wired service to the Squadron Activity Rooms, Conference Rooms, Academy Military Trainer Rooms and Air Officer Commanding Rooms ? A. The Squadron Activity Rooms currently have no network cabling. The cabling chase way runs under the heating units on the exterior wall. The Conference Room has network cabling in place, but cannot be used by the vendors. Penetration through the interior walls is allowed. The Academy Military Trainer Rooms and Air Officer Commanding Rooms are the same size as the cadet dorm rooms with the same wiring configuration. 11. Q. Where can vertical chasing be located? A. Vertical chasing is currently done through the columns on the outside of the buildings. These columns also contain plumbing, some of which may be insulated with contained asbestos. These columns have tunnel to roof access chasing. 12. Q. Can the tunnels under the dorm buildings be used? A. Yes, these can be used as possible paths for cabling. 13. Q. Are there currently Utility and Comm Rooms in place through the dorm buildings? A. Yes, however, the conduit is already full in most places. Vendors can install their own racks in these existing rooms. There is one Comm Room per stairwell in each building. 14. Q. Is heat generating equipment an issue? A. Yes. BTU information will need to be supplied to Civil Engineering. Heat generation, especially in the Comm Rooms, is a concern. 15. Q. What is the expected completion date? A. USAFA would like to see the project completed 60 days after contract award. 16. Q. Is there fiber available for connectivity? If so what kind is used by the campus (multi-mode, single-mode, 50micron, 62.5micron, etc.)? A. There is no plan to provide fiber optic cable for this initiative. Connectivity would have to be commercially provided. However, access to the inter-building manhole system for fiber installation is a possibility on a limited basis. 17. Q. Are there phone lines available for use and if yes where are the primary demarcation points in each building? A. There is no plan to provide telephone lines for this initiative. There is some Qwest cable in the buildings; however, delivery point is not traced by 10 CS. 18. Q. What are the current internet speed options presented to students? A. Room connections are configured at 100 meg. The government is interested in proposals of all speeds. 19. Q. What hardware/infrastructure (cables, patch panels, wall jacks, conduit), if any will remain on campus for use by the new provider? A. There is no plan to provide cabling, patch panel, wall jacks, conduit, etc. Current network infrastructure for the academic network will remain in place. 20. Q. What is the address of the current bandwidth point of entry? What level of bandwidth is being provided today? # Mb's? A. Building 5130 is our current point of presence. This bandwidth is shared with faculty and staff, our research network and other DoD research facilities. Therefore, available bandwidth is highly dependent on time of day, other users and type of traffic. Speed analysis results vary from.5 Mbps to 83 Mbps of useable bandwidth with an average of 16.93 Mbps.
