Description
GENERAL CONTRACT INFORMATION: This is a pre-solicitation notice to be issued as a request for proposals of a government requirement for the Bureau of Indian Affairs, San Carlos Irrigation Project, Coolidge, AZ. NAICS Code will be 213111 and the size standard is 500 employees. This acquisition is 100% set-aside for Small Business. The procurement will be conducted utilizing a tradeoff process with the evaluation factors of experience and past performance. The award will be based upon the best value to the government considering tradeoffs between the price and non-price related factors. The importance and weighting of the non-price factors in relation to price has yet to be determined by the source selection authority. OPTIONS: The government will include four (4) option years in addition to the base year requirement. The government will evaluate price proposals for award purposes (inclusive of options) by adding the total price for all options to the total price for the basic requirement to determine the overall evaluated price. The range of magnitude for this project is between $1,000,000 to $2,000,000. The government intends to award a contract without discussions with the potential contractors. This project is subject to the Service Contract Act. Any resulting contract will be firm-fixed price. Funds are available for the proposed action, however, if the project is cancelled, all proposal preparation costs will be borne by the contractor. Responders are advised that the requirement(s) may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation, and/or final award process based on decisions related to DOI and BIA changes. Contractors are required to be registered in the Central Contractor Registration (CCR) government system prior to award to be eligible for a government contract - the link can be found at http://www.ccr.gov/ and we advise potential contractors to begin the registration process when they prepare their quote to ensure the registration in the CCR database is complete and in-place should they be selected for the award. In the event a contractor is not registered in CCR at the time the contracting officer is ready to award the contract, the contracting officer will proceed to the next eligible successful offeror registered in the CCR database. Refer to FAR 52.212-1, Instructions to Offerors - Commercial Items, "If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror." Refer to FAR 52.212-3, Offeror Representations and Certifications - Commercial Items as contractors are strongly encouraged to complete the representations and certifications at the Online Representations and Certifications Application (ORCA) website located at https://orca.bpn.gov/ as registration is REQUIRED by the closing date/time proposals are due. The anticipated posting date of the solicitation to the Federal Business Opportunities and NBC Website (solicitation number A11PS00458) will be on or about June 16, 2011 (subject to change) and proposals will be due on or about July 5, 2011 (subject to change). The solicitation (and subsequent amendments if applicable) and all related documents can be downloaded electronically (once posted) from the DOI NBC Website at http://ideasec.nbc.gov/ as NO HARD COPY DOCUMENTS WILL BE ISSUED. Proposals must be delivered (if submitting by courier, USPS, UPS, DHL or FedEx) to San Carlos Irrigation Project, 13805 North Arizona Boulevard, Coolidge, AZ 85128, Attention: Gary A. Haynes, Contract Specialist. Email and facsimile proposals will NOT be accepted. Reference the solicitation number (A11PS00458) on your documentation. GENERAL DESCRIPTION OF WORK: The successful contractor will provide all labor, materials, travel, tools, transportation, and necessary supervision to properly mobilize, inspect, and repair five wells in the base year period. The San Carlos Irrigation Project (SCIP) owns and maintains 98 well/pump systems. Some of these wells were drilled in the 1930s and 1940s. The specifications of each pump used to draw water from the wells are specific to each location within the project. However, each pump was originally designed to operate at an efficiency of 75% or better. Some pumps now operate at an efficiency of less than 40%. Consequently, the SCIP requires the services of a contractor in rehabilitating and making repairs to five (5) irrigation well/pump systems in the base year with the possibility of repairing five (5) additional wells per year for up to four (4) years in options. Additionally, some well appurtenances such as casings and screens may also need repair. The hired contractor will be relied upon to assess the repair needs of well/pump systems identified by the SCIP and its well consultant. Under the guidance of SCIP personnel and its well consultant the contractor will then perform any necessary repairs or well system upgrades. SCIP wells serving the San Carlos Irrigation and Drainage District (SCIDD) are located in the area extending from Ashurst-Hayden Dam, through Florence, to Coolidge and vicinity, continuing to Picacho Reservoir, and ending in west Casa Grande. SCIP wells serving the Gila River Indian Community are located on the Gila River Indian Reservation in an area that extends from the east reservation boundary, near Coolidge, to just south of Chandler and west of I-10. Water levels in SCIP wells range from 25 feet to 413 feet below the ground surface. Water emanating from the wells has been characterized by SWMR as being lightly aerated to containing very fine small bubbles. Trace amounts of fine white sand, reddish sand, and/or heavy sands have also been observed in the water. Well discharge rates range from 460 gpm to 2,780 gpm. Contractors can refer to the detailed scope of work and specifications once the solicitation is issued.
