- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to procure a firm fixed price type contract and will utilize procedures under FAR Part 13.5 Test Programs for Certain Commerical Items (Clinger-Cohen). This procurement will be set aside as 100% Total Small Business. The applicable NAICS code is 561990 with a small business size standard of $7.0 million. The contactor shall remove, dispose, and replace a paintball containment (netting) located the Force Protection Training Simulator (FPSS) at the Mayport Naval Station, Jacksonville, FL. The period of performance for the resulting contract will be for a period of 180 after receipt of order (ARO). A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 06 June 2011. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; FISC will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to self-certify may be grounds for the Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
