Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO PREQUALIFY VENDORS. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP). The United States Senate, Office of the Sergeant at Arms (SAA) requires a contractor to provide support to supplement the SAA professional staff and assist in the design and development of software components for the Legislative Information Systems (LIS). LIS is a mission critical application that handles data vital to the Senate legislative process. The core component of LIS is a Documentum document management system running on an Oracle database. The primary application uses Visual Basic 6 and Visual Studio (.Net) for the user interface. SAP Crystal Reports is used as the reporting mechanism. REQUIREMENTS Qualified vendors will have demonstrated experience working directly with customer staff in all phases of systems development and maintenance to include: Analysis, design, development, testing, implementation and documentation. Independent management of projects and tasks. All phases of software lifecycle development. Capability to support the following applications and technologies: Documentum, Oracle, SAP Crystal Reports, Visual Studio (.Net) development environment, Java development, and web-based and client-server applications. Ability to provide high-quality senior and mid-level staff with strong technical and communication skills. The SAA invites all qualified sources to respond to this sources sought notice. All responses to this sources sought notice shall specifically address the three (3) evaluation criteria in descending order of importance are as follows: Professional qualifications (education, certification, registration and experience) of current staff available to provide the required services. Practical experience with each of the requirements a through e above. A minimum of three (3) past performance references for the requirements with similar contracts for Government agencies and private industry in the past three (3) years. Responses shall also provide the following organizational information: (i) company name and address (ii) Dun and Bradstreet number; and (iii) point of contact name, telephone number and email address. After receipt and review of the responses to the sources sought notice, the Senate intends to issue a solicitation. The information contained in this notice will be the only information provided by the Senate during this sources sought process. Failure to provide the required information will result in disqualification of the offeror from further consideration. Only offerors deemed qualified will be permitted to submit proposals in responses to any resulting solicitation. If suitable responses are received form qualified sources, the Senate anticipates a release of a solicitation in July 2011. The Senate is not responsible for any costs incurred during the preparation of responses to this request. INSTRUCTIONS Responses to this notice are due to the point of contact no later than June 21, 2011 at Noon EDT. Responses shall be submitted by email only to the attention of Jill T. Johnson as Acquisitions2011@saa.senate.gov. The subject line of the email message shall be SSN 2011-C-046. No other method of transmittal shall be accepted. The response cannot exceed fifteen (15) pages. Unnecessarily elaborate submissions are discouraged. Pages over the specified page limit will be discarded. Access by the Senate to information in any files attached to the response is the responsibility of the submitting party. The Senate is not responsible for any failure to access vendor information. THIS IS NOT A REQUEST FOR PROPOSAL. THIS NOTICE CONSTITUTES THE ENTIRE SOURCES SOUGHT NOTICE AND IS THE ONLY INFORMATION PROVIDED BY THE SENATE. ANY REQUESTS FOR ADDITIONAL INFORMATION WILL NOT BE HONORED.
