Description
Special Notice 11-SN-0016 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Office of Naval Research (ONR) intends to issue a Cost Plus Fixed Fee award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 19 June 2011 to ITT Information Services under Contract Number N00014-04-D-0509/0002. The period of performance will be three months with three additional one-month options. The prospective contractor shall provide: (1) Research and Development and Program Support for DTAP, Joint Warfare Science and Technology Plans, and Defense Technology Objectives, and the Naval Mine Countermeasures (MCM) Plan. In addition, the contractor will perform database services for tracking and documentation of the Mine Warfare S&T program, BAAs -S&T Investment Planning, and funding snapshots across the FYDP. (2) The contractor will provide conference planning and travel planning and arrangement for approximately 40 program officers. ONR intends to award this requirement as a sole source to ITT Information because the services are a follow-on from a current contract award and awarding to another source would cause unacceptable delays/gaps in service during the time required to issue a new competitive contract. It is the Government's intent to compete the services and award a new contract no later than 19 December 2011. The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $27 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
