- This individual Justification and Approval is to issue a new task order. ESC/HIJK located at Maxwell Air Force Base (AFB)-Gunter Annex proposes to purchase services in support of the Comprehensive Cost and Requirements System (CCaRS). This requirement will be posted to Hanscom Electronic Request Bulletin Board (HERBB) as a Request for Proposal (RFP). The Government includes the statement that it intends to award this requirement to Integrated Data Services (IDS), Inc., as a sole source acquisition in accordance with FAR 8.405-6(b)(1) as the services support is proprietary to IDS, as they are the sole-owner and distributor of the CCaRS application and has proprietary rights to the application base source code. This sole source award is to be made against the GSA Schedule GS-35F-0272J. All interested offerors will be given the opportunity to submit a proposal. All proposals received will be considered and evaluated equally and an award would be made based on lowest p! rice technically acceptable.
