SOURCES SOUGHT: THIS IS SOURCES SOUGHT ANNOUNCEMENT AND MARKET RESEARCH WRITTEN FOR INFORMATION ONLY IAW FAR 52.215-3. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUEST. This sources sought notice is issued for the purpose of obtaining information from the Small Business Community: Small Business (SB); Small Disadvantage Business (SDB); Section 8 (a); Small Disadvantage Business; Women-Owned Small Business (WOSB); HUB Zone Small Business; Service-Disabled Veteran Owned Businesses (SBVOSB); and Veteran Owned Small Business (VOSB) on their capability to perform the work described in this request for information (RFI). The NAICS code is 493110 and the small business size is $25.5 million. TYPE OF SERVICE: The Air Force Technical Applications Center (AFTAC) has been tasked with seeking information on qualified small businesses with current, relevant experience and the capacity to provide services in support of Logistics Planning and Warehouse/ Supply and Transportation Operations and Technical Documentation Support. Emphasis on required support will be for the following areas: full time warehouse management of an approximately 5000 sq ft facility off based government leased facility; and support of the AFTAC logistics division with product support planning; and technical documentation branches. Typical logistics supply support requirements include management and issue of Seismic field equipment, Cold Weather Clothing and Equipment (CWC&E), Organizational Clothing, Operational Gear Issue, and Operational Gear, consumables and building office consumables (i.e. toner, paper and general office supplies). The contractor shall provide qualified personnel, travel (as required) and other services to provide logistics support and related administrative support in the following task areas: Task 1: Logistics Planning for Operations: Task 1 involves providing Transportation and Supply Support in logistics support planning; inventory and property planning; movement, storage and accountability; and logistics systems to permit rapid deployment and management of supplies and equipment. This task also requires utilizing logistics expertise to support government logistics management specialists to analyze, develop, and submit operational plans for approval by the U.S. Government and implement procedures and provide coordination, interface, monitor, research, administration, business rules, document support, support analysis, formulation of logistics topics, initiatives and strategic plans and technical operational expertise and manpower support. Sample services to execute the task area functions are as follows: • Logistical Support Planning • Policy development and documentation support for appropriate Center Instructions • Supply Chain Analysis Support • Provide assistance in identifying, developing, applying, and analyzing performance data and information • Logistics and transportation performance metrics development and tracking • Warehouse and transportation planning Task 2: Warehouse/Transportation/ Supply Support: Task 2 involves providing Transportation and Supply Support to issue, manage and transport supplies and equipment locally and globally for AFTAC Logistics division. The task will include operation of government or vendor-managed inventory systems; the operation of government-owned or leased warehouses, stockrooms, or other storage facilities; shipping and receiving; staging and storage; packing and crating and design, re-engineering, operation and management of material handling equipment systems. Sample services to execute the task area functions are as follows: • Asset management and visibility • Storage & distribution/warehouse operations • Utilization of Transportation tracking system • Materiel management of equipment and items (i.e. inventory, pick, pack, crate, ship and other activities) • Transportation shipments and support • Materials Handler/Forklift Operator support • Packaging, Handling, Storage, & Transportation support • Equipment Custodian program support • Assist in development and operational support of building office consumable issue program (with planning support from Task area 1 personnel) Task 3: Logistics Technical Data Writer Support: Task 3 involves providing technical writing support to AFTAC Technical Data Branch government personnel who are responsible for the consolidation of scientific or technical information necessary to translate system requirements into discrete engineering and logistic support documentation. Technical data is used in the development of repair manuals, maintenance manuals, user manuals, and other documents that are used to operate or support the system. Sample services to execute the task are functions as follows: • Writing technical data describing theory of operation, maintenance and operations procedures documenting unique system configurations of manufactured and Commercial-off-the Shelf (COTS) equipment using engineering drawings, COTS manuals, internet, field notes, and interviewing subject matter experts. • Support of technical manual In-process Reviews (IPRs), validations, verifications, and pre and post publication reviews. • Writing changes and revisions to baseline manuals to document changes and upgrades to fielded systems. • Writing explicit modification directives (Time Compliance Technical Instructions) from validated engineering data. • Identifies and evaluates COTS manuals for suitability of use for operation and maintenance of mission systems. • Edits technical publications, as required, to ensure sufficient scope, content, clarity, and conformance to specifications. • Reviews assigned system indexes to ensure only current publications are retained and outdated or obsolete publications are rescinded in accordance with applicable directives. Interested qualified small businesses shall provide a capability statement which clearly supports how you would perform the work, and provide examples of similar work already accomplished in the past, along with relative past performance references. Your capability statement shall include the following: 1) Do you manage or support warehouse/transportation/supply operations? Provide relevant past performance information similar to tasks described herein, as a prime and/or subcontractor; include current points of contact for verification purposes, contract number(s), dollar values, period of performance, contracting agency and a brief description of scope for each referenced contract. 2) What limitations do you have if any? 3) Do you use proprietary Information Technology (IT) software solutions to manage inventory and perform logistics support planning? 4) At a minimum the contractor shall possess a TS/ SCI (Top Secret/ Secret Compartmentalized Information) clearance. Can your company provide personnel who possess this level of clearance on day one of contract performance? 5) Is your company capable of performing the work in all tasks? If unable to provide perform all tasks what percentage of the work will be sub-contracted? Please keep in mind that the work may be required CONUS or OCONUS. Which task areas would that be? 6) Technical Writing Specific (Task Area 3) : Describe: 1) any technical experience with field installation, maintenance, and operation of electronic and computer equipment and systems, 2) any experience with word processing (Word), database and spreadsheet (Excel and Access), desktop publishing (FrameMaker), and drawing (Visio, CAD) software, 3) any experience with Technical Instruction (TI) and Technical Order (TO) use and library maintenance. Capabilities statements shall not exceed 20 pages.
