- THIS IS A PRE-SOLICITATION NOTICE. Request for Proposal (RFP) VA-263-11-RP-0426. The Minneapolis VA Medical Center, Minneapolis, Minnesota is soliciting offers from experienced and qualified Service Disabled Veteran Owned Small Business Concerns (SDVOSB) capable of providing all tools, equipment, materials, labor and design-build services necessary for design and construction of the project 618-11-114, INSTALL OPERATING ROOM BOOMS. Project scope includes the design and construction services necessary to install booms in existing Operating Room 4, room 2Q119, with optional scopes to install booms in each of four additional existing operating rooms. The booms will be provided by the Medical Center's vendor, for installation by the contract awardee. The estimated construction range is between $100,000 and $2500,000. In accordance with P.L. 109-461, this acquisition is restricted (set-aside) to Small Businesses Owned and Controlled by Service Disabled Veterans. NAICS Code 236220, Commercial and Institutional Building Contractor, is applicable to this acquisition with a Business Size Standard of $33.5 million. Solicitation documents will be available electronically on or about June 17, 2011 at the FedBizOpps website at https://www.fbo.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. A site visit will be scheduled and announced in the request for proposal. Prospective offerors are encouraged to familiarize themselves with the project, project site and conditions which may affect your proposal. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing to the Contracting Officer. Solicitation number VA-263-11-RP-0426 has been assigned and shall be referenced on all correspondence regarding this announcement and solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract. Both can be accessed at the Business Partner Network (BPN) website at http://www.bpn.gov/. All SDVOSB concerns submitting a bid must be registered in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. Offerors must be VetBiz CVE Verified to be eligible for award.
