- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Fac 2005-50, Effective 16 May 2011 and Defense Federal Regulation Supplement (DFARs), current to DPN 20110518 (Effective 18 May 2011) Edition. It is the responsibility of the contractor to be familiar with the applicable provisions and clauses which can be accessed in full text at www.farsite.hill.af.mil. This solicitation is issued as a Request for Quotations (RFQ) under Solicitation Number W9124R-11-T-1029. This action is solicited as a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 334119 with a size standard of 1,000 employees. Quotes are being solicited on a Lowest Price Technically Acceptable (LPTA). All quotes shall include transportation costs to USAYPG Yuma, Arizona 85365-9498. Arizona vendors are to include Arizona Privilege Tax. The United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona is requesting quotes for high speed Photron Fastcam SA-X and Photron SA-5 cameras Brand Name or Equal pursuant to FAR 52.211-6. See Attachments for CLIN Structure and detailed salient characteristics. The manufacturer of the Brand Name item being solicited is Phontron USA Inc., 9520 Padget Street, Suite 110 San Diego, CA 92126-41446. Offerors proposing to furnish other than brand name item being solicited shall provide sufficient technical literature to enable the Government to determine that the proposed items meet or exceed all the minimum salient characteristics of the brand name being solicited (Ref FAR Provision 52.211-6). The period of performance for this acquisition shall be a one-year base period with four one-year option periods. The government anticipates this will be a Firm-Fixed, Indefinite Delivery - Indefinite Quantity (IDIQ) contract. The government's obligation to purchase is limited to the minimum guarantee of three (3) cameras with a maximum of forty (40) cameras. There is no minimum guarantee for the option periods. Offerors must provide the Unit Price, Total Price, and Total Extended Price for all Contract Line Item Numbers (CLINs). Quotes shall conform to the CLIN structure indentified in Attachment 1. It is anticipated that payment will be made by Government VISA Payment Card. Offerors shall account for any costs associated with accepting credit card payment. This RFQ closes on Tuesday, 5 July 2011 at 12:00 Noon Mountain Standard Time (MST). Responses to the RFQ shall be submitted by the closing date indicated in the CSS. There will be only one question period. Questions must be submitted in writing. All questions concerning this requirement must be emailed to the POC listed below no later than Monday, 20 June 2011 at 11:00 a.m. MST. Reference RFQ W9124R-11-T-1029 on all inquiries. All responding vendors must be actively registered with the Central Contractor Registration (CCR) prior to award of contract.
