CHANGE 1: Response date and question receipt date have changed. ---------------------------------------------------------------------------------------- Advanced Motorcycle Training and Mentorship Program - SOURCES SOUGHT Pursuant to the release of solicitation H92239-11-R-0004 The US Army Special Operations Command (USASOC) (Airborne), Fort Bragg, North Carolina is seeking to identify all responsible sources capable of providing an Advanced Motorcycle Training Program of Instruction and Mentorship Program. The North American Industry Classification System Codes (NAICS) are 611692/611699. Size Standard is $7.0M. This requirement is 100% set aside for small business. REQUIREMENT: This acquisition is for a comprehensive and advanced motorcycle training program tailored towards improving the motorcycle riding skills of Army Special Operations Forces (ARSOF) personnel in real life scenarios. The program shall cover all aspects of speed and directional challenges of steering, braking, throttle control, turn entry/exit, visual control, lean angle control, and shifting. PURPOSE. This course of instruction shall provide U.S. Army Special Operations Command (USASOC) (Airborne) personnel with advanced Motorcycle (MC) Driver Training that will enhance Army Special Operations Forces (ARSOF) Soldiers' motorcycle skills and survivability while operating privately own motorcycles off-duty and produce Military Motorcycle Mentors for the command. Techniques taught to ARSOF Soldiers in this course of instruction will assist them in increasing their MC skills and enhance crash avoidance skills, and/or recovery techniques in the event they are in a crash situation. Training shall be focused on highway MC driving skills and survivability; recovery from dangerous situations; curve skills to include entry, exit and recovery; basic police motorcycle training techniques and survival skills; high speed highway driving skills and techniques; night driving training; night driving techniques for real life situations; recognition of dangerous situations to help increase situational awareness in traffic; development of open road driving skills; interstate speed cruising techniques; hazard recognition and line of sight; off-road recovery techniques; advanced braking skills; and the development of a Military Motorcycle Mentor Training Program within the command. 1. The advanced motorcycle training program should encompass the following general topics: 1.1 Demonstrate/Teach/Evaluate crash avoidance skills and crash recovery techniques. 1.2 Teach/Train/Evaluate ARSOF Soldiers to be a Military Motorcycle Mentor or "Train the Trainer" mentors for advanced riders. 1.3 Demonstrate/Teach/Evaluate Basic Police Motorcycle Officer Driver techniques and skills. 1.4 Evaluate rider performance by creating a riding skills test for students. 1.5 Teach 48-60 hours of Basic Police Motorcycle Driving Training with 10 students maximum per SF Group (1st, 3rd, 5th, 7th, 10th SFG, and USASFC HQs). 1.6 Teach/Train/Evaluate students in Military Motorcycle Mentor Training with 10 students maximum per SF Group (1st, 3rd, 5th, 7th, 10th SFG, and USASFC HQs). 1.7 Teach/Develop/Evaluate ARSOF Soldiers to mitigate risks associated with the five (5) leading causes of motorcycle wrecks: driving in inclement weather conditions, inexperienced riders, poor braking techniques, speed, improper curve engagement techniques. 1.8 Teach/Develop/Evaluate cadre skills and techniques where they can develop future motorcycle safety programs. 1.9 Demonstrate/Teach/Evaluate open road driving skills. Example of instruction shall include but not be limited to: riding with passengers, throttle control, quick reaction drills, operate motorcycle safely on open highway, at interstate speeds, on freeways, and in heavy traffic conditions, demonstrate situational awareness and accident avoidance techniques while driving on open roads and highways. 1.10 Demonstrate/Teach/Evaluate advanced hazard perception cornering techniques. 1.11 Demonstrate/Teach/Evaluate advanced braking skills in a curve. Shall include at a minimum: line selection, curve entry/exit, and leaning. 1.12 Demonstrate/Teach/Evaluate advanced evasive maneuvers to students. 1.13 Demonstrate/Teach /Evaluate 90 degree pullout techniques. Description of 90-deg pullout: Example: MC Rider comes to a complete stop and from the stop, accelerates and simultaneously turns 90-deg (either left or right) from the stopped position within a designated marked lane. 1.14 Demonstrate/Teach /Evaluate road hazard lane changes (Swerving) at both low (15-30 mph) and high (40-60 mph) speeds without the use of brakes. Must incorporate Counter-Steering Techniques and Panic Stops into the demonstration and its practical application. 1.15 Teach/Evaluate/Critique students using video and electronic voice communications during day time road course. Contractor shall provide all video equipment/cameras to perform this task. Contractor critiques students using electronic voice communications while driving on open opens and in heavy traffic. Video and critique students using video cameras while students drive during open road/highway training and in heavy traffic. 1.16 Demonstrate/Teach /Evaluate off-road techniques and off-road recovery techniques. Teach students to conduct and recover from off-road hazardous conditions, conduct safe evasive movements and recovery from dirt and grass situations encountered in real-life dangerous biking situations. 1.17 Demonstrate/Teach highway speed cruising and formation riding. Must incorporate Group Riding Etiquette guidelines and cover at a minimum: staggered and trail formations. Train and evaluate students while they perform police highway and formation riding /driving techniques. 1.18 Demonstrate/Teach/Evaluate night training techniques for real life situations, curve skills and hazard recognition Conduct training at night, critique students on night driving techniques, engagement of curves at night and during limited light condition. Teach students to recognize dangerous situations encountered during night driving. 2. SCOPE OF WORK. The contractor shall provide instructors to teach a ten man course, training material, supervision of trainers and students, and all other items and services (not specifically identified herein to be Government furnished), necessary to conduct advanced motorcycle training focused on enhancing the USASFC(A) Military Motorcycle Mentorship Program. This requires travel to various locations throughout the United States in order to train the ARSOF MC riders. The contractor shall provide for all expenses involved in moving his instructors from location to location to include, but not limited to, flights, meals, rooms, and transportation of all related equipment. Training locations include, Ft. Lewis, Washington, Ft. Campbell, Kentucky, Ft. Bragg, North Carolina, and Ft. Carson, Colorado. Vendor will conduct one course of instruction per Special Forces Group (1st, 3rd, 5th, 7th and 10th SFG) and one course for the USASFC HQs for a total of six courses of instruction at various locations throughout the United States. Course duration will not exceed 60 hours each. The Government will provide a classroom and video capabilities for classroom instruction purposes. The Government will coordinate a training area to conduct this motorcycle training. Each Special Forces Group will provide adequate medical coverage for the duration of the course. Each student will provide their own personal motorcycle for training purposes. Contractor instructors will provide their own motorcycles. 2.1 COURSES TO BE TAUGHT. The contractor must be capable of providing instruction to no less than ten riders at any given time per location for a total of five courses of instruction (NTE 60 hrs each course). Training must possess specific training objectives and purposes in order to develop, test, reinforce, and/or educate participants in advanced open road & highway MC techniques and Motorcycle Mentorship Training. 2.2 DURATION. Each course of instruction will not exceed 60 (no less than 40) hours in duration and must include topics covered in opening paragraph of this document for a total of five (5) courses of instruction. Training must include open road and night training. Critiques will be conducted by using video cameras and other voice communication devices. 3. CONTRACTOR RESPONSIBILITIES. The contractor shall possess all federal, state, and local licenses, registrations, insurances, and certificates required for conducting MC training to ARSOF Soldiers. Contractor shall have police MC training experience. Shall provide certificates of completion to graduates at no cost to the Government after training has been completed. 4. SECURITY. No security clearance is required for the vendor or instructors. The contractor shall be responsible for safeguarding all vendor equipment associated with this training (i.e., motorcycles, trailers, vehicles). The Government will not be held responsible for damage to any vendor motorcycles or equipment during the conduct of this training. THIS NOTICE SERVES AS A SOURCES SOUGHT that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the Sources Sought. The Government does not intend to award a contract on the basis of this notice, or otherwise pay for any information submitted by respondents to this request. Interested parties are requested to submit a capabilities statement of no more than four pages that demonstrates the respondent's ability to meet the requirements as specified herein. Please provide name of firm, address, POC, phone/fax number, and email address. Responding vendors shall also include their vendor category, company name, cage code, DUNS number, tax identification number, and assure they are registered in Central Contractor Registration (CCR) at www.ccr.com. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government.
