Heavy duty pavements can be located on the airfield or off the airfield on the base side where conditions warrant. Examples of heavy duty pavement activities include, but are not limited to, large piping projects, crack and seating of concrete, large paving projects and base-wide striping projects on Dover Air Force Base, Delaware. The performance period for this project will be one (1) initial year and three (3) option years. The project magnitude is between $1,000,000 and $5,000,000 for the base year. Each option year has a project magnitude between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code is 237310 with a size standard of $33,500,000 million dollars. The approximate issue date will be 27 May 2011 with an approximate response date of 28 June 2011. This solicitation is a Request for Proposal (RFP) and is issued on an unrestricted basis to all firms. All offers will be evaluated utilizing Best Value Procedures. All responsive offers will be considered by the agency. All firms must be registered with the Central Contractor Registration (CCR) in order to receive award. Information to register can be found on the Internet at http://www.ccr.gov/ or telephone 1-888-227-2423. This solicitation will result in a firm-fixed price requirements type contract. The performance period is 365-calendar days. The entire solicitation, including the specifications, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.eps.gov. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.
