- Description
- The Naval Air Systems Command intends to award a Cost Plus Fixed Fee (CPFF) delivery order under NAVAIR BOA N00019-09-G-0013 to Alliant Techsystems Inc., Clearwater, FL for initial Phase I development of enhancements to the AN/AAR-47 Missile Warning System (MWS) to expand functionality, improve system performance, correct system deficiencies, and reduce life cycle costs. Scope of work includes but is not limited to: Operational Flight Program (OFP) enhancements, algorithm improvements, enhanced O-level Reprogramming (EOLR) capability, and analysis of Diminishing Manufacturing Sources (DMS). The contractor shall update the CP Microprocessor (MP) board to increase processing power to allow incorporation of advanced threat signal processing as well as to eliminate obsolete parts. The Contractor shall build, integrate and test the updated MP board design. Three (3) non-deliverable prototype MPs shall be built and used to establish validity of the design on the B(V)2 Configuration. Once the initial integration and test activity has established that the design meets requirements, four (4) First Article MPs shall be built to support the hardware qualification. This action is being awarded on a sole source basis to Alliant Techsystems Inc., Clearwater, FL. As the sole designer, developer, and manufacturer of the AAR-47 MWS, Alliant Techsystems Inc. is the only qualified source which possesses the requisite knowledge required to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is neither a request for proposals nor a solicitation of offers. This effort will not be performed under the provisions of FAR part 12.
