- This is not a solicitation. Authority: FAR 6.302-1 The United States Coast Guard Academy (USCGA) is committed to strengthening the nation's future by educating, training and developing leaders of character who are ethically, intellectually, professionally, and physically prepared to serve their country and humanity, and who are strong in their resolve to build on the long military and maritime heritage and proud accomplishments of the United States Coast Guard. To accomplish this mission, the USCGA must effectively process, report and communicate with approximately 20,000 new admissions inquiries each year. Additionally, Academy Admissions Partners must also have real-time informational access to students in the inquiry pool. The Contractor shall develop, host and maintain a student inquiry system including certified hosting service, student web portal, Academy Admissions Partner portal (aka "partner portal") and secure information system links to the USCGA enterprise system (ACADIS) and CRM system (Recruitment PLUS). The items must be developed, tested and ready to launch no later than July 1, 2011 and must remain open for students and Partners to access through June 30, 2012. The Contractor must have an established history (at least three years working with college/university clients) of developing, hosting and maintaining online application systems that include technically advanced portals for students and a nationwide volunteer recruitment team. The online inquiry system must be developed, tested, approved by USCGA and ready for launch no later than July 15, 2011. The online inquiry and web portals must carry all branding elements of the USCGA and may not include advertisements or solicitations of any kind. The data imports/exports to and from ACADIS and Recruitment PLUS must meet USCGA file format and security standards. Data must be transmitted and received by the Contractor on a daily basis. The Contractor shall provide ongoing technical support as required throughout the term of this task order. The server must meet industry and Coast Guard standards for security, speed and reliability. The Contractor shall obtain all permits and licenses required to perform work under the contract. These shall include, as applicable, state, local, business licenses and any other licenses required by regulation or laws. Such licenses shall be available upon the commencement of work. Any firm that believes they can meet these requirements may give written notification. Supporting evidience must be sufficient to demonstrate ability to comply. kevin.w.gustin@uscg.mil
