CONTACTINFORMATION IS WITHIN THE BODY OF THIS SOLICITATION******* This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.3 and FAR Subpart 13.5, as supplemented withadditional information included in this notice. This announcement constitutes the onlysolicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is a small business set aside reserved exclusively for Woman Owned SmallBusinesses (WOSB). Executive Order 12138 (1979) created the National Womens BusinessEnterprise Policy and established the Women-Owned Business Program. A Firm Fixed Pricecontract is anticipated.NASA/NSSC on behalf of NASA Glenn Research Center has a requirement to expand its on-siteleadership development program, referred to as Leadership University, to include a trackdesigned specifically for current members of the Senior Management Team. LeadershipUniversity is an intensive 18-month leadership program for 20 employees that has beendesigned and managed by the Human Capital Development Branch with training anddevelopment components delivered by various local universities and national consultingfirms. By expanding the current efforts to include Senior Management the Human CapitalDevelopment Branch will bridge current gaps leadership abilities and position the Centerfor potential leadership transitions over the next decade.This requirement is for a six month training segment specifically focused on building ahigh trust, unified leadership team.Program ObjectivesThe Leadership University Senior Management Track must address the followingdevelopmental objectives:1.Build participant awareness and alignment to NASA and Glenn Research Centerstrategy2.Build team cohesiveness among the program participants3.Identify and address participant performance issues4.Establish short and long term leadership goals and metrics for the participants5.Build participant awareness in the areas of trust and performance6.Build leadership competence7.Increase participant skills in relationship building and team dynamics8.Build an increased understanding and skills in change management9.Provide rigorous assessment and evaluation of program participantsRequirementsThe following are the requirements for the Leadership University Senior ManagementTrack as identified by the NASA Glenn Research Center Human Capital Development Branch:Program must start no later than July 1, 2011The program shall be completed by December 31, 2011The program will be offered to 18-22 members of the current senior managementteamThe curriculum shall include the following components:oExecutive CoachingProvide a personal coach to each participantCoaches should be certified/accredited by a recognized institution or bodyCoaching to take place monthly, in person, for 1-2 hoursCoach to provide regular updates to Human Capital Development BranchCoach to steer participants in the direction of the Program ObjectivesCoaches to be familiar with Emotional and Social Competency Inventory (ESCI)Coaches to participate in occasional on-site sessionsoOn-site training coursesConduct monthly 1-2 day sessions with the participantsSessions should be highly interactive and utilize adult learning theory and methodsSessions topics to include but not limited to:Emotional IntelligenceConflict ManagementTeam BuildingTrustStrategyOrganizational behavioroActivities and assignmentsProvider will identify session pre-readings and projectsProvider will supply books and materialsoTeam building sessionsFacilitate team building sessions during the on-site coursesAttend participant meetings to identify team building opportunitiesoParticipant assessmentsConduct individual interviews of each participants to ascertain their strengths andweaknessesConduct individual assessments using the Emotional and Social Competency Inventory, thestandard assessment tool of Leadership UniversityPerform group observations where necessaryThe program shall be divided into two phases organized as follows:oPhase One, No later than July 1, 2011 October 15, 2011July 2011 Coaching, interviews, and ESCI to commenceAugust 2011 Training module on Emotional IntelligenceSeptember 2011 Experiential leadership outdoor workshopOctober 2011 Training module on trustoPhase Two, October 15 December 31, 2011October 2011 Training module on conflictNovember 2011 Training module on Appreciative LeadershipDecember 2011 Module tailored to group needsDecember 2011 Closing sessionThe provider of these service must utilize off-the-shelf curricula, models,assessments, etc. as there is little to no time for customization of contentThe provider of these services must be available to provide face-to-face coachingsessions with the participants of the program; phone coaching will only be used ifscheduling issues occur with individual participantsThe providers of these services must be available to attend on-site seniormanagement activities and meetings to observe the behaviors and skills of theparticipants in order to modify the curriculum or tailor coaching sessionsThe provider of these services must be able to meet with the Chief or Team Lead,Organization Development of the Human Capital Development Branch monthly to provideupdates and reports on progress of the participants and overall programThe provider of these services will coordinate with the Team Lead, OrganizationDevelopment of the Human Capital Development Branch who currently serves as the ProgramManager of Leadership UniversityThe provider shall align the activities of the Senior Management Track to theexisting activities of Leadership UniversityThe provider should be familiar with senior leadership development programs andmodelsThe provider shall only propose instructors, coaches, and facilitators who willbe the specific individuals that conduct the training, coaching and facilitating of theseprogram requirements Period of performance of this training will run from award date or no later than July 1,2011 - December 31, 2011.Place of performance: NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135The offeror shall state in their quote their size status for this procurement. The offeror shall include in their quote their proposed total price. All responsiblesources may submit a quote which shall be considered by the agency. The DPAS rating for this procurement is DC-09 FAR 52.212-1 (JUNE 2008), Instructions to Offerors Commercial Items is applicable.FAR 52.212-2 (JAN 1999), Evaluation Commercial Items is applicable.(a)The Government will award a contract resulting from this solicitation to theresponsible offeror whose offer conforming to the solicitation will be most advantageousto the Government, using a best value approach. The following factors shall be used toevaluate offers: 1. Technical approach which includes the proposed curriculum to meet therequirements, the vendors ability to meet program schedule, and the credential andexperience of the instructors/coaches/facilitators;2.Past performance that is similar in size, complexity, and relative to theserequirements; and,3. PriceFAR 52.212-3 Alternate I (APR 2011), Offeror Representations and Certifications Commercial Items is applicable.FAR 52.212-4 (JUNE 2010), Contract Terms and Conditions-Commercial Items is applicable.
