- Amendment 0 1 : Questions and Answers The following are the questions received by the cut-off date listed in the solicitation, and the corresponding answers. Question 1) Do you want/expect the GO/FO/SES to work full time as the primary consultant on the project? Answer 1) The contractor leading the performance review only needs to work the number of hours that is required to fully meet the required deliverables within the specified timeline. We expect the primary contractor to describe their methodology, work closely with the USUHS administrative executive, establish a schedule for the deliverables, and identify the methods and individuals who will work on each step of the assessment. Question 2) Is it an acceptable approach for the GO/FO/SES to lead the team as primary POC joined by a full time professional consultant? Answer 2) The composition of the contractor team is up to the discretion of the contractor, but needs to be driven by the requirements articulated in the solicitation. The contractor may add other people to the team, providing the lead member of the team meets the education and experience qualifications noted under "Requirement & Background" and "Qualifications/Evaluations." The budget will not change. Question 3) Please confirm that Price will be FFP for the engagement and Cost Reimburseable for Travel (estimate to be included in cost proposal). Answer 3) Yes, this is correct. Question 4) Please clarify clearance requirements, if any. Answer 4) There are no security clearance requirements associated with this project.
