This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is P11PS001A93. NATIONAL EMERGENCY MEDICAL SERVICES COST RECOVERY Documents Package contains the following information:Instructions to offerorsEvaluation CriteriaPerformance Work StatementPerformance MatrixPast Performance Questionnaire The National Park Service (NPS) intends to issue a fixed price Indefinite Quantity Indefinite Delivery (IDIQ) Contract. This contract shall consist of a base period with four option periods. The NPS Emergency Medical Services (EMS) program coordinates technical assistance to enhance NPS EMS programs and to facilitate optimum emergency medical access, response and care to citizens and visitors. The National Park Services' EMS programs treats approximately 16,000 patients annually through a system of 87 programs. DESCRIPTIONapproximately 16,000 patients annually through a system of 87 programs. A financial and business solution vendor (the Vendor) shall facilitate cost recovery for the National Park Service emergency medical servicesprogram at NPS National Park (NPS-EMS). The Vendor shall be responsible for the billing, collecting, and remitting of monies owed to YNP for any billable service rendered by NPS-EMS. The Vendor shall work with insurance companies and/or individual patients on behalf of NPS-EMS to conduct the specified scope of work. 3.0 Objectives"Development and maintenance of working and contractual relationships with private and public insurance providers and collection agencies, as needed, with the approval of NPS-EMS."Administration of the complete billing and collection process on behalf of NPS-EMS, to include both domestic and foreign accounts."Assignment of overdue accounts to a collection agency, as approved by NPS-EMS."Provide monthly reports detailing the status of all NPS-EMS accounts"Delivery of collected funds to NPS-EMS on a monthly cycle"Compliance with Health Insurance Portability and Accountability Act of 1996 (HIPPA) regulations, and all applicable federal and state laws. All proposals should include base year plus 4 option periods pricing for the services identified in the Performance Work Statement see instructions to offerors for submission instructions. Following is a brief description of items being procured under this solicitation. For an in-depth description of requirements interested parties must contact heather_madsen@nps.gov for a full copy of the solicitation package as listed above. 4.0 Tasks Emergency Medical Services Cost RecoveryThe contractor shall provide all of the labor, tools, parts, and transportation necessary for the fulfillment of all requirements for the Emergency Medical Services Cost Recovery outlined within the following subtasks 4.1 Subtasks 4.1.1 Initial Program EstablishmentThe selected vendor will establish the appropriate agreements and accounts to facilitate the park program's requirements."Completion and submission of Medicare and Medicaid provider enrollment applications."Establishment of contract accounts with insurance providers designated by NPS."Eastablish the capability of using electronic extraction of data from NPS's electronic Patient Care Record (ePCR) System (emsCharts) for Emergency Medical Services for billing purposes. 4.1.2 Program Cost Recovery Profile EstablishmentThe selected vendor will establish the appropriate agreements and accounts to facilitate the park program's requirements."Completion and submission of Medicare and Medicaid provider enrollment applications."Completion and submission of agreed upon insurance provider applications."Review NPS-EMS documentation standards and procedures and provide recommendations in order to assure compliance with applicable billing regulations, and to achieve an effective and efficient cost recovery work flow. 4.1.3 Cost Recovery - BillingThe selected vendor will provide the following services on an ongoing basis for the park program."Assignment of either the HCPCS (Healthcare Common Procedure Coding System) or the ICD9-CM (International Classification of Diseases, Ninth Revision, Clinical Modification) diagnostic codes per patient's medical record by an AHIMA certified coder."Submission of HIPPA-compliant claim forms to both contracted and non-contracted primary third-party payers on a regular schedule."Submission of claims to secondary and tertiary insurance as applicable."Review of Explanation of Benefits (EOB) forms received from third party payers."Submission of bills to patients, as applicable."Monthly billing until payment is received in full or the balance is assigned to the NPS-EMS for alternative bill of collection process."Track / Post all accounting items, including the following:oInitial chargesoBills issuedoInsurance payments and adjustmentsoPatient responsibilities and paymentsoWrite-offs (hardship, inability to locate patient for payment, etc.)"Vendor may be required to obtain insurance information from the patient or from the medical facility that treated the patient."Document/archive all communications with patient, insurer, NPS-EMS, and other entities involved in the billing process."Follow-up and appeal of all claims which are pending or inappropriately denied"Submission of disputed charges and requests for waivers or discounts to NPS-EMS for resolution, when disputes require attention beyond the standard procedures which shall be provided by NPS-EMS."Generation and delivery of financial reports to NPS-EMS on a monthly basis, in a format that meets the needs of NPS-EMS."Maintenance of strict confidentiality of all information supplied by NPS-EMS or any other public or private entity on NPS-EMS's behalf. Release of such information is granted only as needed for reimbursement purposes and as regulated by HIPAA."The return to NPS-EMS, upon termination of the contract, all records and information concerning outstanding NPS-EMS bills for collection."The Vendor must be capable of receiving complete billing information on-line via third party software. (NOTE: emsCharts is the current NPS-contracted vendor) Questions must be submitted to heather_madsen@nps.gov no later than Friday June 3, 2011 at 1:00p.m. MST. This announcement will close on Tuesday, Friday June 10, 2011 at 3:00 p.m. MST. FAR 52.212-2 Evaluation - Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a Best Value Basis. Technical acceptability shall be evaluated based upon the criteria listed within FAR 52.212-02 as amended (See the copy of the evaluation criteria included within the solicitation package) on a pass/fail basis.
