Amendment 6- Bid Submittal Information, Q&A's, Changes to Solicitation Package **THIS WILL BE A LOCALLY-AWARDED CONTRACT (NON-FEDERAL)** AWARD WILL BE MADE BY THE TYGARTS VALLEY CONSERVATION DISTRICT THIS PROJECT IS PARTIALLY FUNDED WITH FEDERAL USDA/NATURAL RESOURCES CONSERVATION SERVICE FUNDS. PROJECT INFORMATION: The Shavers Fork Mitigation Project is a natural stream habitat-improvement project extending along 4.5 miles of the Upper Shavers Fork trout stream. The improvements will provide connectivity, habitat structure, and thermal refuge for fish using major tributaries for spawning habitat. Fish habitat improvements include narrowing the channel in select areas, enhancing the low flow channel (thalweg), adding rock and wood features to the stream, and enhancing pools. The project site is located high in the mountains of Randolph and Pocahontas Counties in West Virginia surrounded by the Monongahela National Forest. The Upper Shavers Fork Watershed is 60.2 square miles within one of the highest rainfall regions in the state receiving 60 inches of precipitation annually. The elevation ranges from 3500 to 3800 feet above sea level, which provides ideal growing conditions for the native Red Spruce trees. Strict adherence to pollution control measures is required. The uppermost project site, at the confluence of Rocky Run, is 13 railroad miles from the primary staging location at Cheat Bridge. Transportation of all materials, equipment, and personnel to the project site must be via the railroad owned by the West Virginia State Rail Authority. The Tygarts Valley Conservation District has secured permission to use the railroad exclusively for this project for the portion of railroad track required to complete the work. There are no roads to the construction site, but the primary staging area is easily accessible from Highway 250. The primary staging area for the project is located 12.5 miles east of Huttonsville on Route 250. The primary staging area has been used for other railroad repair projects, but requires some improvements. The successful contractor must meet all requirements for operating on the state-owned railroad. Additionally, the contractor must provide all of the special equipment required to complete the project. The construction season is from April 1 to November 30. Winter shutdown is from December 1 to March 31. Construction is expected to take three full construction seasons, but it is permissible and desirable to finish the project in less time. The project includes various fish habitat improvements covering 4.5 miles of remote trout stream with the following major work items: clearing and grubbing; pollution control; seeding and mulching; mobilization; deepening/enhancement of 33 pools and 4,227 linear feet of thalweg (low flow) channel; earthfill for streambank shaping; 530 tons of rock riprap; quality control; 2,320 square yards of geotextile fabric; planting 1,100 red spruce seedlings and 722 other trees and shrubs; 21,190 live stakes and branch cuttings used for streambank restoration; 1,070 tons of crushed aggregate; 10,050 tons of rock for 14 boulder j-hook vanes, 2 boulder cross vanes, and 45 single wing rock deflectors; placement of 66 boulders for in-stream fish habitat; 65 large woody debris structures; 2,250 square yards of streambank restoration using reinforced earth, toe wood, and brush mattresses; 500 feet of silt fence; 3,560 feet of wattles for sediment barriers; 15,750 square feet of timber mat surfacing, and 3,476 square yards of erosion control blanket.   SOLICITATION INFORMATION: The Tygarts Valley Conservation District located in Philippi, West Virginia will issue a Contract resulting from this solicitation. This is a Local Government project; however, it is partially funded with federal funding from the USDA/Natural Resources Conservation Service. The federal funding is part of the American Recovery and Reinvestment Act (ARRA). Due to the use of ARRA funding, this solicitation includes some special contract requirements. All on-site personnel from the successful bidder shall attend a safety class taught by the Durbin & Greenbrier Valley Railroad, which will be arranged by the Tygarts Valley Conservation District. The class will cover unique safety requirements to the WV Central Railroad where the project is located. The estimated cost range for the project is between $1 million and $4 million. A MANDATORY Pre-Bid Conference and Site Visit will be held at 8:00am (local time) on Thursday, April 21, 2011 at the Huttonsville Public Service District building located in Mill Creek, West Virginia. Huttonsville PSD is located on Route 219/92/55 across from the Helvetia-Adolph Road also known as County Route 46. Failure to attend both the Pre-Bid Conference and Site Visit will result in rejection of your bid. Representatives for Tygarts Valley Conservation District and Engineering will be present to discuss the Project. Participants are encouraged to pack a lunch and wear appropriate clothing for the site visit. Plan for a long day with an estimated return time of 6:00pm. Rail transportation will be provided by Tygarts Valley Conservation District. Bids packages shall be due Wednesday, JUNE 1, 2011 by 1:00pm (local time). Bids should be mailed or hand-delivered to the Tygarts Valley Conservation District Building located at Route 4, Box 501, Philippi, West Virginia. Bids will not be opened publicly on this date. Bidders will be required to submit qualifications with their bid (See Instructions to Bidders Section- Article 3 of the solicitation). Tygarts Valley Conservation District will make award to the Contractor who meets all of the qualification requirements stated in Article 3 of the Instruction to Bidders and who has the lowest total bid price. Bidder Qualifications must be sealed in a separate envelope from the Bid Pricing. Both sealed envelopes need to have the Solicitation number, Contents (Qualifications or Pricing), and a signature of an authorized party written diagonally across the sealed envelope flap. Example envelopes are included in Amendment 6 of this solicitation. Qualifications will be reviewed after collection of bids and notifications will be sent regarding status of qualification on or before Tuesday, June 7, 2011. A public bid opening for the bid pricing envelopes for all qualified bidders will be held on Wednesday, June 8, 2011 at 1:00pm (local time). After bid opening, all unopened bid pricing envelopes will be returned (mailed) to those contractors who were disqualified based on the qualification review. Only mailed and hand-delivered bids will be accepted; faxed bids will NOT be accepted. Bids must be received on or before 1:00pm to be considered. Any bid received after that time will be considered non-responsive and will not be considered for award.
