- Waiver to Synopsis required IAW FAR 5.201Exception is taken to this requirement FD2030-11-81482, of the synopsispublicizing IAW with FAR part 5.202(13) exceptions:(i) Is for an amount not expected to exceed the simplifiedacquisition threshold(ii)Will be made through a means that provides access to the noticeof proposed contractaction through the GPE.(iii)Permits the public to respond to the solicitationelectronically.Electronic commerce is defined at 41 USC sec. 426 as electronictechniques for accomplishing business transactions, including electronicmail. Thus, provided the complete solicitation package is availablethrough the GPE and offerors are permitted to respond electronically(i.e., email in this case), the proposed contract action would not needto be synopsized. Therefore, synopsis is hereby waived as this acquisition is not expectedto exceed the simplified acquisition threshold and request for proposalwill and made through Federal Business Opportunities and the offerorswill be able to respond electronically.
