Description

J&A for Dr. Kyle The U.S. Securities and Exchange Commission (SEC) intends to award a sole source Time and Materials contract to Dr. Albert S. Kyle, PhD, to provide critical expert services in support of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act). These services are needed for high-priority and time-sensitive review of the SEC's cost-benefit analyses that are associated with certain rulemaking initiatives under the Dodd-Frank Act to support a Congressional request for the Office of Inspector General (OIG). Dr. Kyle is the only known vendor capable of providing these services under such tight schedule. The period of performance for this contract is four (4) months. The date of award is May 18, 2011. The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c) (2), implemented by FAR 6.302-2 - Unusual and Compelling Urgency. The SEC intends to negotiate with only one source under authority of FAR 6.302-2 - Unusual and Compelling Urgency.
