Description
ATTENTION: Change in due date for comments. Comments are due no later than Friday, June 17, 2011 at 5:00PM EST. The General Services Administration (GSA) Federal Acquisition Service (FAS) announces the use of the BetterBuy Pilot project for a government-wide wireless contract vehicle to support unified acquisition of wireless service plans and associated devices. Purpose The government is pursuing a government-wide wireless contract vehicle to support unified acquisition of wireless service plans and associated devices. The purpose of the program is to generate acquisition savings, improve management information, improve operational efficiency/savings, and develop a government-wide wireless center of excellence to accelerate the identification, distribution, and implementation of wireless technology best practices. Background The purpose of this requirement is to provide the procurement vehicle for a centralized government-wide cellular devices and services program that will meet the majority of the federal government's wireless service needs that are offered by the cellular industry. The primary program components and benefits are: •A. Unified Acquisition - Government-wide contract vehicle that is able to leverage volume of multiple agencies to lower cost, standardize purchasing of services/devices, and reduce management costs. •B. Inventory and Account Information - Access to information and the receipt of reports and services that enable agencies to more efficiently manage their inventory and cellular spending. •C. Center of Excellence - Monitoring new industry developments, identification of wireless/cellular best practices, and promotion of these "best practices." Instructions for Submission of Draft Statement of Work Responses GSA will be using a Wiki as the technology for stakeholder participation under the BetterBuy Pilot. Anyone can register with the BetterBuy Pilot Wiki in order to participate. GSA is seeking comments and improvements on the draft Statement of Work located on the Wiki page. The Wiki is meant to provide a forum for questions and commentary prior to final release of the documents. The draft Statement of Work will be released on May 19, 2011. The URL for the Wiki is http://betterbuy.fas.gsa.gov All comments and responses to the draft Statement of Work must be submitted via the Wiki website. Contractors are invited to review this draft Statement of Work posted on the wikipage through the tabs on the left-hand side of the page and provide any comments, concerns, and/or questions regarding this requirement. Please post your Comments/Questions directly in the appropriate section. This will ensure immediate receipt and facilitate tracking of the received information. Comments will not be accepted after June 17, 2011, 5PM Eastern Daylight Time. Respondents are solely responsible for all expenses associated with responding to this draft Statement of Work. All comments and questions to this draft Statement of Work will be reviewed and may be considered for incorporation in the development of the final requirements document. An Industry Day is planned for Thursday, May 26 th (9:00AM - 11:00AM) at 2200 Crystal Dr, Room L1301, Arlington, VA 22202. Due to room capacity, each company is limited to five participants.
